City officials recently approved the request of the National Housing Authority (NHA) for the issuance of the requisite development permit for its project, ‘Land Development Workers of the Teachers Camp Upgrading,’ located at Cabinet Hill – Teacher’s Camp covered by OCT No. 2022000092 subject to conditions.
Under Resolution No. 150, series of 2022, City Planning and Development Officer Arch. Donna G. Rillera-Tabangin, in her 1st indorsement dated September 15, 2021, forwarded their technical evaluation relative to the application for preliminary approval and locational clearance/development permit/final approval of subdivision of the NHA, Teacher’s Camp upgrading project covered by Presidential Proclamation No. 613, series of 2004 situated at Cabinet Hill – Teacher’s Camp barangay and with recommended conditions for the said project.
Among the conditions imposed by the city government for the realization of this project include that the 3-meter wide legal creek easement shall be protected and not to be used as access; shall remain unpaved; part of ‘blue built’ and open space; the 3-meter wide creek easement shall be identified as protected area/zone pursuant to Ordinance No. 18, series of 2016, otherwise known as the City Environment Code, and request the NHA to donate and turnover the 3-meter wide creek easement to the city government.
Further, the NHA shall maintain the road width throughout its effective length and extra spaces to be declared as greenbelts, particularly located along Blocks 2,4,5, 8, 9, 13 and 14; the NHA shall provide access road for lot 3, block 14 and lot 5, block 14; avoid thru-alleys, particularly located along Block 11 and Block 12 boundary of Proclamation No. 290, Block 1,3 4, 8 and 10 located along the boundary of Boys/Girls Scouts of the Philippines, respectively; affected occupants within the road development and creek easement are advised to voluntarily remove their existing improvements; the 2 informal settlers affected by the development of the property shall be given appropriate relocation on the site and to meet all their conditions agreed during the project inter-agency committee meeting.
Earlier, in his letter dated February 20, 2023, acting regional manager Engr. Jefferson F. Ganado, ENP, NHA-Region I and Cordillera Administrative Region, reiterated their earlier request for approval and issuance of a development permit in favor of NHA’s project entitled ‘land Development works of the Teachers Camp Upgrading Project’ located in Cabinet Hill–Teachers Camp covered by OCT No. 2022000092.
