LUNA, Apayao – Some 30 barangays in the province of Apayao are potential passers for 2024 Seal of Good Local Governance Award for Barangay (SGLGB) of the Department of the Interior and Local Government (DILG), based on initial assessment of DILG-Apayao.
The SGLGB is an annual performance assessment and recognition system that evaluates barangays based on various governance areas to encourage local service improvement through recognition and incentives. It is one of the top awards a barangay government can get from the DILG.
To be eligible, a barangay needs to pass three (3) Core Governance Areas, namely: 1) Financial Administration and Sustainability; 2) Disaster Preparedness; and, 3) Safety, Peace and Order; and Essential Governance Areas, namely: 1) Social Protection and Sensitivity; 2) Business-Friendliness and Competitiveness; and 3) Environmental Management.
On August 8, the DILG-Apayao, in partnership with the provincial government, conducted a 2024 SGLGB assessment with the Provincial Performance Assessment Team (PPAT) orientation cum review as well as validation assessment.
The barangays were examined on Core Governance Areas or the set of indicators that serve as the foundation and primary support in fulfilling the objective of SGLGB to ensure that good governance is reflected in the performances of each and every barangay in the province, most especially in providing the most relevant and critical public service deliveries to its constituents.
Said set of indicators are the standards for validating the effectiveness and efficiency of the most important programs and projects implemented in their respective jurisdictions, in terms of ensuring financial accountability, maintenance of peace and order, and protection of life and property.
The barangays are also assessed on Essential Governance Areas which are the set of indicators that plays a vital role in pursuing and maintaining sustainable development in the barangays nationwide.
These indicators are significant in providing basic social welfare services, promoting business and income-generating activities in the barangay and protecting the environment.
The PPAT members and PPAT TWG will continue the validation and review of SGLGB documents this August 9, 2024.
The DILG- Apayao and provincial government hope that more barangays in the province will make it to the list of SGLGB qualifiers nationwide for this year. By Krizza Joy Castillo
