TABUK CITY, Kalinga – The Department of the Interior and Local Government (DILG)- Kalinga, during the joint first quarter meeting of the Local Council for the Protection of Children (LCPC) and Local Committee on Anti Trafficking and Anti Violence against Women and Children (LCAT-VAWC) presented the indicators used for the Child-Friendly Local Governance Audit (CFLGA).
This CFLGA is the basis for the Child-Friendly Local Governance (CFLG) for all levels of local government highlighting five major indicators- survival, protection, participation, development and governance.
Rochelle Anua of DILG- Kalinga explained that under the area of survival, the following indicators are used like percentage coverage of fully immunized children aged zero to 12 months old, prevalence of malnutrition among children aged zero to 59 months old, percentage coverage of pregnant adolescents provided with antenatal and postpartum services.
For protection, the indicators used are management of reported cases in need of special protection, referral network, percentage coverage of foster care and adoption cases managed, and children with disabilities provided with assistance are assessed.
For development, some of the indicators used are children aged three to four years old provided with early childhood care and development (ECCD), presence of ECCD services in all barangays, and percentage of children and youth assisted for enrolment or re-enrolment to formal, non-formal or indigenous education.
The area of participation, according to Marilyn Tocyapao focuses on the child representation in the LCPC, development of policy and programs with children’s participation, while the area of governance are the local information system on children, annual Local State of Children Report, updated Code for Children, and available and implemented local plans.
The DILG reminded the concerned offices like the City Health Services Office (CHSO), City Social Welfare and Development Office (CSWDO) and Schools Division Office (SDO) of Tabuk City to prepare the documents and other means of verification for this 2024 CFLGA.
Data gathering and online data entry run from January 10 to February 7, and provincial-level data validation is scheduled from February 10 to March 14, the DILG announced.
The Seal of Child-Friendly Local Governance (SCFLG) recognizes cities and municipalities that excel in implementing child-friendly programs and promoting children’s welfare, as evaluated through the annual CFLGA. To pass, local government units must achieve an overall passing rate of 80% and meeting minimum passing scores in the survival, development, protection, participation, and governance categories.
