BAGUIO CITY – The Department of the Interior and Local Government (DILG) Cordillera conducted an orientation on the implementation of local government unit (LGU) Devolution Transition Plan (DTP) Analytics which will enable LGUs to have data-driven approach in enhancing and implementing their DTPs.
“The LGU DTP Analytics shall inform the policy and programmatic direction of the Department with regards to full devolution and shall be used as reference of the Central Office, the Regional Office, and the Provincial Offices to inform the policy and programmatic direction of the Department and enable a data-driven approach in providing technical assistance and support to LGUs in enhancing and implementing their DTPs.” said DILG Cordillera Regional Director Araceli San Jose
San Jose mentioned the new SILG– Atty. Benjamin “Benhur” Abalos, Jr., has made it clear that devolution shall be one of his main priority programs. She echoed SILG Abalos’ call on prioritizing devolution as one of the main programs implemented by the department.
She underscored that this is our chance to prove our ability to become a model region in the implementation of devolution.
Gerald Duagan, development management officer of DILG-CAR explained that the individual LGU Data Capture Form (DCF) will serve as the basic document for the Analytics and the primary basis for the analysis. The DCF contains the functions, services, and facilitates (F/S/F) devolved to local governments based on Section 17 of the Local Government Code of 1991, and other pertinent laws enacted thereafter assigning responsibilities to the LGUs.
“The data gathered shall be used for the LGU DTP Analytics to produce information on the level of LGU absorption of developed functions and services, the readiness of the LGU for full devolution, and the available information to track LGU performance in the delivery of devolved functions and services.” Duagan said.
He added that the LGU DTP Analytics aimed to gather data from the LGU DTPs through the LGU DTP Data Capture Form (DCF) and process these into information with the intent to inform and guide policies and actions of the national government to support the transition of the LGUs.
“The orientation also included a presentation of the Assessor’s Guide which will be used by the DILG Local Government Unit Devolution Transition Plan (LGU DTP) Assessors in filling out the DCF during the conduct of the assessment.” he added.
Duagan explained that the guide consists of three parts including preparing for the LGU DTP Analytics that provides detailed instructions on what the assessors need to prepare to accomplish the requirements of the LGU DTP Analytics, Conduct of assessment and submission of DCF which is the tool that will be used to capture all the data to be gathered from the LGU DTPs, as well the instructions on how to fill out the form and Summary Report that informs the Assessors on the timeline and mechanism for submission of the DCF and Summary Reports Online.
“Those who have attended the national orientation will function as the assessors and the DILG regional offices will decide to deploy additional assessors and seek assistance from the other DILG personnel in the conduct of the analytics other than those who have attended the national orientation. Also, the regional offices shall conduct the orientation to these additional assessors,” he said. By BLM
