Former congressman and mayor Mauricio Domogan will not hesitate to ask court intervention to compel the Bases Conversion and Development Authority to fulfill its obligation in the development of the Camp John Hay Special Economic Zone.
Reacting to claims from some officials of the BCDA that there should have been a memorandum of agreement signed between officials of the BCDA and the city government to make Resolution 362 s. 1994 operative, Domogan stressed another document is not necessary.
Resolution 362 s. 1994 is the document containing the 19 conditions in the development of the special economic zone.
Thirty years after the Resolution’s approval, the conditions have not been fully complied with, particularly the complete segregation of barangays around the CJH reservation and release of the share from the ecozone’s operation.
Domogan said BCDA cannot turn away from a resolution that it has already partially complied with.
Some of these conditions are the preferential hiring of residents from Baguio and surrounding municipalities of Benguet; partial segregation of Barangay Scout Barrio; and the release of the city’s share from the CJH lease for the purchase of the Baguio Convention Center from the Government Service Insurance System.
“I am willing to go to court if BCDA will not recognize the 19 conditions”, Domogan said.
