BAGUIO CITY – City officials recently requested the Department of Public works and Highways – Baguio City District Engineering Office (DPWH-BCDEO) to submit copies of all issuances, orders, memoranda, and other related documents governing national roads to the local legislative body and the City Legal office for information and appropriate legislative measures.
Under Resolution No. 752, series of 2024, local legislators stated that there is a need to be clarified on laws and regulations that govern national roads within the jurisdiction of local government units to ascertain the authority of both the national and local governments over the operation and maintenance of the said roads.
Earlier, the council considered the various manifestations of the resource speakers from the DPWH-BCDEO relative to the jurisdiction of the national government over the national roads within the city.
The DPWH-BCDEO asserted its authority over the national roads in the city and warned the local government that it will dismantle the pay parking signages that were installed along various portions of national roads considering that the operation of pay parking by the local government is without the expressed authority of the concerned government agency.
The council approved several ordinances declaring some portions of various national roads in the city as pay parking areas and authorized the collection of parking fees that will be collected by parking attendants which will accrue to the coffers of the local government as part of the city’s internally generated funds.
Copies of the approved resolution will be transmitted to the DPWH-BCDEO for information, guidance, ready reference and further needed action. By Dexter A. See
