TABUK CITY, Kalinga – Six barangays have been prioritized to implement their sub-project proposals for the Kapit-Bisig Laban sa Kahirapan-Comprehensive and Integrated Delivery of Social Services (KALAHI-CIDSS) PAMANA Cycle II program, as determined by a scoreboard at the City Development Council (CDC) Participatory Resource Allocation on July 12, 2024.
The Department of Social Welfare and Development, through the KALAHI-CIDSS, has granted 13.2M to the city for the said sub-projects. The barangays with the highest rankings will utilize the fund.
In a conversation with Chan Keith Patongao, the Area Coordinator for SWAD KALINGA, he discussed how rankings are determined using a criteria-based scoreboard. The CDC examines each item to determine whether it has been completed or complied with, and assigns corresponding scores based on these assessments.

Only six of the 22 barangays that participated were included in the Cycle II budget. Dupag, ranked first, has a PhP4,977,450 allocation for the construction of a footbridge between Sitio Sabangan and Sitio Minanga, while New Tanglag received PhP2,017,992.50 for the construction of a health station.
Barangay Magnao will receive PhP2,185,000 for the construction of a health station; Lacnog West will receive PhP1,789.492.50 to construct a Child Development Center in Sitio Lanlana; Lucog will receive PhP1,345,250 to improve the Child Development Center in Pinagan leaving the amount of PhP885,000 more or less which unfortunately was not enough to fund the proposed sub-project of barangay Bulo which placed 6th in the ranking.
Barangay Bulo’s proposed sub-project is worth hPP3,841,000, which means they must provide at least PhP2.7M as a counterpart if they chose to use the remaining funds from the PhP13.2M budget.
Barangay officials must secure this sum for their counterpart within 15 days.
According to the meeting agreement, if they are unable to provide the counterpart amount, Barangay Gobgob or Ipil would be given the opportunity to use the fund because their proposed projects have a smaller budget allocation.
The five barangays are slated to start their proposed projects in July, with completion projected by November of this year.
City Mayor Darwin Estrañero through his representative, Napoleon Ayang-ang, have expressed gratitude to the program for funding infrastructure projects to assist the city’s ongoing development. By Rio Bassong
