TABUK CITY, Kalinga – During the Executive Council meeting on Monday, City Mayor Darwin Estrañero emphasized the need of prioritizing the duty of public officials to provide excellent service to consumers.
Estrañero reiterated that personnel should stay in their workplaces as much as possible to accomplish their duties and obligations, except for those undertaking fieldworks.
The City Mayor also rebuked personnel who utilize office orders, travel orders, and locator slips to avoid official duty or attend events unrelated to their assigned duties.
“If we have a good human resource, we could bring good service to our constituents,” he remarked.
Doris Pocais, Local Legislative Staff Officer, also urged attendees at the meeting to submit office and travel orders, as well as locator slips, on time and with the correct attachments, stating that locator slips should be processed on the same day, rather than the day after the event, and that a certificate of appearance is required.
Office orders require an invitation or communication letter, while travel orders should be fulfilled one or two days before the trip.
It was also explained during the discussion that seminars or trainings conducted by offices need not be held in other provinces such as Davao, Cebu, or Palawan because they can be held within the city or the province. Likewise, employees can also participate in seminars or conference via Zoom.
City Human Resources and Management Officer Jepthe Feken said employees must obey the guidelines indicated in Executive Order No. 22, issued May 2, 2023.
