City officials recently tasked the City Environment and Parks Management Office (CEPMO) in coordination with the City General Services Office (GSO) to work out the issuance of a survey authority for the City Engineering Office (CEO) from the Office of the Regional Executive Director of the Cordillera office of the Department of Environment and Natural Resources (DENR-CAR) in the execution of a final survey of the Malcolm Square or People’s Park and the grating of a special patent under the name of the local government.
Under Resolution No. 507, series of 2024, local legislators stated that given that the metes and bounds of Malcolm Square were properly identified through the conduct of the actual ground survey by the CEO surveys division in coordination with the Department of Public works and Highways – Baguio City District Engineering office (DPWH-BCDEO) and that a plan with its technical descriptions was prepared, it is most important to apply for a special patent of the said park in the name of the local government for efficient administration, management, regulation, and governance in the operation and maintenance of the public facility.
Earlier, the council approved on third and final reading a proposed ordinance regulating and governing the operation and maintenance of Malcolm Square.
During the body’s regular session on February 19, 2024, resource speakers from the CEO, City Planning and Development Office, CEPMO, DPWH-Car among others were invited and clarified matters, in aid of legislation, relative to the said proposed ordinance.
The council passed Resolution No. 103, series of 2024 urged the CEO in coordination with the DPWH-BCDO to conduct a land survey at the Malcolm Square and establish its boundaries and to submit to the body the technical description of the said park.
In his letter dated May 24, 2024, City Engineer Edgar Victorio Olpindo submitted the result of their survey pursuant to the aforesaid resolution with a plan and technical descriptions and drone images showing the metes and bounds of Malcolm Square, the actual positions of the existing sidewalks, overpass, Perfecto and Jacinto Streets, Session road, and Magsaysay Avenue for information, guidance, and appropriate action by the body.
The council further tasked the CEO, upon the issuance of the survey authority, to immediately execute the final survey, and prepare the complete survey returns in the name of the local government to be submitted to the DENR-CAR for verification and appropriate action. By Dexter A. See
