The City Council, during last Monday’s regular session, approved on first reading a proposed ordinance granting financial assistance of PhP10,000 to all Sangguniang Barangay members of the city government in recognition of their dedicated and continuous service for three consecutive terms.
Under the proposed ordinance authored by Councilor Leandro B. Yangot, Jr., the grant of the financial assistance aims to recognize the education and continuous service of Sangguniang barangay members who have served for three consecutive terms in the city and to give them the necessary financial assistance as a token of appreciation and shall receive PhP10,000 and a plaque of recognition for their exemplary service.
The ordinance stated that each of the Sangguniang barangay members who have served for three consecutive terms shall receive a recognition of their exemplary service while serving in their respective capacities.
It added that the funds for the financial assistance mandated under the proposed ordinance shall be allocated from the city government’s general fund by the City Budget Office as per the pertinent provisions of Republic Act (RA) 7160 otherwise known as the Local Government Code of the Philippines and Commission on Audit (COA) regulations.
The ordinance authorized the City Mayor and City Treasurer to implement the provisions of the proposed measure and to subsequently disburse the prescribed financial assistance to the eligible Sangguniang Barangay members.
The ordinance pointed out that it is the city government’s policy to appreciate and recognize the efforts and dedication of its public servants for their exemplary services to the barangays and the city as a whole.
It explained that there are Sangguniang Barangay members who have dedicated themselves to serve their respective barangays diligently and continuously for three consecutive terms and that their dedication and steadfast commitment to public service have significantly contributed to the development and progress of the city.
RA 6713 or the Code of Ethical Standards for Public Officials and Employees recognizes the importance of incentives and rewards in order to motivate and inspire public servants. By Dexter A. See
