The Municipal Social Welfare and Development (MSWD) of Lagawe, Ifugao conducted the nationwide’s Family Risk and Vulnerability Assessment (FRVA) Survey on May 19 to May 30, 2025 to identify and address families’ risk and vulnerability towards development.
According to Susana K. Gallangi, Municipal Social Welfare and Development Officer, the survey targets 10% of Lagawe’s total population through random sampling.
The FRVA survey aims to assess families that are vulnerable to social, economic, and environmental shocks, which MSWD can effectively link to vital government social services.
Results of the survey will be used as basis to government social services such as Pantawid Pamilyang Pilipino Program (4Ps) and other initiatives under the DSWD Social Protection, ensuring that the needed support reaches those who need it most.
Data-Driven Policy Making
Beyond mere data collection, the FRVA aims to uncover issues and challenges within Lagawe communities which can be used in tailoring programs and services specifically designed to discuss these identified problems.
Gallangi emphasized that the identified problems and citizens’ concerns for the community promote a better distribution of aid and the data findings will be used as a basis to formulate policies and identify localized social and welfare development programs.
“We conduct random sampling sa kung ano yung mga issues na nangyayari sa community para maging basis for policy formulation and program development, (We conduct random sampling of the issues happening in the community so that they can serve as a basis for policy formulation and program development)” she said.
Voice of the community
According to Arcelly Valdez, a resident from Barangay Boliweng, the survey conducted is important to them as it helps in addressing their household’s concerns.
She added that they are looking forward to the local offices continuing the survey and helping more families and other people in need. Thus, programs and projects may be contextualized based on their needs such as livelihood, health aid, education aid, and other social services.
“Sapay kuma ta itultuloy da nga tumulong ti pada mi nga marigrigat tapos palawakin da pay ti activity da tapno mas adadu pay ti matulungan da (I hope that thely will continue to help people like us who are struggling and also for them to expand their activities so that they can help even more people)” she said.
Community Participation
MSWD employees actively engage in surveying Lagawe, and continuously encourage active participation of the community in the municipality’s social services.
The FRVA survey is more than just a statistical data survey, but a foundational step towards understanding the risk and vulnerability in Lagawe, making a way for targeted development and enhanced social protection that helps families in need.// Venus Bayongasan, BSU-DevCom intern
