TABUK CITY, Kalinga – The city government, together with the Department of Interior Local Government (DILG), has implemented road clearing operations within city and barangay roads.
This is in compliance with Memorandum Circular 2023-017 and other relevant issuances of the DILG mandating the local government units to implement road clearing activities within their respective jurisdictions
The operation started on May 10 with Brgy. Dagupan Centro as the pilot barangay and was simultaneously conducted in several barangays in the city.
Helen Lacuesta of the City Local Government Operations Office said the officials have a big role in the implementation of the order to clear all roads obstructing the right of way.
Offices that participated during the operations were the DILG, CPOSO, PNP, BFP, CLSO, CBAO, CEO, BPLO, City Motor and Equipment Pool Office, barangay officials and employees, and Mata ng Masa organization.
During the clearing operation, owners of homes and businesses with roadblocks were informed to remove and fix them within a certain time frame, or the city would have to demolish them.
In addition, the team helped some people clear the obstructions and move salvaged materials to more secure areas. Some people responsible for the obstructions, assured the team that the same will be removed.
Prior, all the barangays were advised to conduct regular road clearing within their respective jurisdictions and thereafter submit a written report to the DILG relative to their compliance.
The city government, through the DILG, will monitor all the barangays to check if the road clearing operations are implemented well.
Lacuesta said the following obstructions that are subject to clearing operations may include: Illegally parked vehicle, e-bike, e-trike; Vehicular terminals, except in areas designated by the concerned local government; Vending sites for any kind of item; House encroachments that obstruct the road, right of way, protruding gates, conduct of household activities, and tents, except those being temporarily used for funerals and other similar activities; Store encroachments and indiscriminate signage and advertisements; Obstructing barangay outposts, halls, markers, and directories; Conduct of sports, sports facilities, and other related activities; Drying of rice or other crops; construction materials, including sand, gravel, cement, steel bars, logs, and the like; Debris, waste materials, and other junked items; steel plates, makeshift shelters, and barriers that obstruct the safe movement of vehicles and pedestrians; and other structures, materials, or activities identified by the local government as obstructions through their road inventory.
