In accordance to the Provincial Ordinance 2004-7 also known as Tertiary Education Assistance Program (TEAP), registration continues at the Office of the Provincial Administrator, Ifugao Provincial Capitol, which began at April 19 until July 15, 2023.
Tertiary Education Assistance Program (TEAP) is a financial assistance program which was enacted on November 8, 2004 by the Provincial Government of Ifugao. The program aims to support poor but deserving secondary graduates into pursuing to study in higher education.
Norilyn Cabbigat, TEAP Coordinator, stated that the registration happens every opening of school year of college level which a letter for all barangay captains in Ifugao was distributed on April 19 and on July 15 will be the last filing or submission to upcoming freshmen and even higher years.
“Hindi lang siya nakaconcentrate dun sa mga magfi-First Year College, regardless of age”, [The program is not concentrated to freshmen students of the college level], she added.
Cabbigat also mentioned that all of the funds used in the program are the stationary funds of the Provincial Local Government Unit (PLGU).
Since Cabbigat was assigned as the TEAP Coordinator on 2019, she handled 1,513 applicants of the program and 176 of these will be graduating or had graduated this June.
All of the grantees receive Php 4,000 per semester to help pay other miscellaneous expenses and other needs and an additional cash assistance for summer classes with Php 1,500 when it is required in the grantee’s curriculum.
For all students that would want to register, prepare your certificate of grades from your school registrar on the second or third semester of the School Year 2022-2023. It also includes the Proof of Enrollment for the current semester on the first semester of the School Year 2023-2024, Certified Photocopy of Birth Certificate from PSA or Local Civil Registrar, certification from the BIR that the student’s family or parents are exempted from paying income tax and a certification from the Punong Barangay that the applicant or any member of applicant’s direct family is not a current recipient of any scholarship or educational assistance of the government.
Criteria for selecting grantees of the program includes the student must choose to enroll at any Public Tertiary Schools or Private School, he/she must have a family income of not more than Php 250,000 annually, a permanent resident of the Ifugao province; and, the course he/she wishes to must not exceed five years.
Cabbigat explained how financial assistance is important and beneficial to every student and as well as to their parents.
“Even [in a] small amount, doon sa mga talagang pursigido na mga batang mag-aral, malaking bagay na yan: para sa parents, kahit yung amount na yan, pero malaking tulong yan,” [those children who really are persistent to study, it is a big thing to them as well as to their parents], she emphasized.
“Galing din ako sa self-supporting, kaya alam ko yung hirap ng parents; tiyaga lang at diskarte, kailangan hindi ka lang full-time student, kailangan talagang madiskarte ka rin to help your parents,” [I came also from self-supporting and I know the hardship of parents; you can’t just be a full-time student, you also need to have perseverance and a good strategy in order to help your parents], she shared. She further explained that parents and students should help each other.
Seeking for an assistance is Arsenio Guinyang, the School Head of Ayangan National Agricultural and Vocational High School who has 18 candidates of graduates this year.
“I want to help them because they cannot come here during office hours”, he explained. He claimed the importance of this program and with the meager amount, at least it can contribute to the fares and foods of the students when entering college.
Cabbigat added that by TEAP, it can help for more employment in the future.
Guinyang also agreed that by studying well and graduating in college, it is a great help to parents and can give students a good life in the future.
