BAGUIO CITY – The City Council, during last Monday’s regular session, approved on first reading a proposed ordinance granting incentives to graduating public elementary and high school students of the city who demonstrated academic excellence pursuant to the pertinent provisions of Republic Act (RA) 10533 or the Enhanced Basic Education Act of 2013.
Under the proposed ordinance authored by Councilor Leandro B. Yangot, Jr., the financial grant shall be given to graduating elementary and high school students who demonstrated academic excellence.
Further, the grant shall also cover moving up students who graduate within the Top 10 of the class.
The ordinance stipulated that the incentives of the deserving students shall be given at the end of the school year or during fitting ceremonies to allow the students to be recognized by the school for their exemplary academic performance.
The ordinance claimed that the Top 10 students who will complete their elementary, high school and junior high school shall receive PhP5,000 each as financial grant from the local government.
It added that the funds for the grant shall be taken from the annual budget of the local government subject to the usual accounting and auditing procedures.
Yangot pointed out that RA 10533 expanded the government’s basic education program to encompass at least one year of kindergarten education, six years of elementary education and six years of secondary education in the said sequence. Secondary education includes four years of junior high school and two years of senior high school education.
Congress enacted RA 10533 or the Enhanced Basic Education Act of 2013 to establish a complete, adequate and integrated system of education relevant to the needs of the people, the country and society at large. By Dexter A. See
