LAOAG CITY, Ilocos Norte – The Department of Social Welfare and Development (DSWD), through its National Household Targeting Unit (NHTU) or Listahanan, has identified a total 165,235 poor households Region 1 based on the result of the second round of household assessment in 2015.
Of the 165,235 households, Pangasinan has the highest number of poor households with 113,580 followed by La Union with 22,595, Ilocos Sur with 16,944, while 2,116 households are from Ilocos Norte.
During the regional launching of the 2015 Listahanan in Laoag City on July 22, DSWD-National Capital Region Regional Director Vincent Andrew T. Leyson explained the accuracy in getting the result of the assessment using the Proxy Means Test.
Leyson also said that the second round of Listahanan was based on the guidelines stipulated in Republic Act 10173, otherwise known as the Data Privacy Act of 2012.
“The purpose in gathering the data through the Listahanan program is not just identifying the poor households, but it is serves as the baseline data for government agencies and local government units (LGUs) in formulating plans and projects that address the needs of the poor families,” Leyson said.
Undersecretary Florita R. Villar, the Listahanan National Deputy Project Director and head of the DSWD Policy and Plans Group, and Ilocos Norte Governor Imee R. Marcos also graced the launching ceremony.
For her part, Governor Marcos cited the reliability of the Listahanan database and said that it is her basis in identifying her pro-poor programs in her province.
Marcos likewise urged other local governments in the country to utilize the result of the Listahanan for better implementation of developmental projects.
