TABUK CITY, Kalinga – Rep. Allen Jesse C. Mangaoang underscored that his vote in favor of the impeachment of Vice President Sarah Duterte-Carpio is part of his duty to make public officials accountable for their decisions and actions, especially in the use of the people’s money which is supposed to be for the good of the Filipino people.
Mangaoang is among the 215 members of the House of Representatives that signed the articles of impeachment of Vice President Duterte that resulted to its automatic transmittal to the Senate for the conduct of the necessary full blown impeachment trial.
He was also among the six of the seven Cordillera lawmakers that endorsed the impeachment complaint that paved the way for its eventual transmittal to the upper chamber.
Aside from Mangaoang, the other Cordillera lawmakers that signed Duterte’s impeachment complaint were Abra Rep. Ching Bernos, Apayao Rep. Eleanor Bulut-Begtang, Baguio City Rep. Mark Go, Ifugao Rep. Solomon Chungalao, and Mountain Province Rep. Maximo Dalog, Jr.
“We just did our job to make sure that public officials, especially the ones occupying the highest positions, will be made accountable for their decisions and actions, particularly in the use of public funds. We were witnesses to how the proceedings went on in the various hearings that were conducted by the House quad committee that is why we decided to vote in favor of the impeachment complaint,” Mangaoang stressed.
The Kalinga lawmaker pointed out that the conduct of the full blown impeachment trial against the vice president will actually allow her to defend her actions and decisions relative to the articles of impeachment that had already been filed before the Senate.
He emphasized that he was voted upon by his constituents to uphold the rights of the people to know how public funds are being wisely used by duly elected public officials purposely for transparency and accountability.
Mangaoang is the only Cordillera congressman that issued an official statement explaining his affirmative vote on the articles of impeachment against the vice president that was transmitted to t6he Senate before both chambers suspended their respective sessions and are set to resume their sessions by June 2, 2025.
In December 2024, four impeachment complaints were formally filed against Vice President Duterte.
The articles of impeachment was approved by the House of Representatives last Wednesday paving the way for the upcoming trial to proceed in the Senate.
Duterte is the first vice president of the country to be impeached but will continue to hold office pending a final verdict by the Senate sitting as the impeachment court.
In 2024, the lower chamber’s committee on good governance started investigations against the vice president’s alleged misuse of funds after the approval of the 2025 Office of the Vice President budget was deferred.
On September 25, 2025 a former Education Undersecretary alleged that Duterte gave out cash gifts with P50,000 monthly; later on, another former official came forward, claiming that they received similar envelopes but had stopped by late 2023, around the same time the issue on confidential funds was raised. they voted in favor of the impeachment because they are outgoing congressmen and nothing to fear for the upcoming election. If the rumor is true then probably they will use the alleged millions of pesos given to them by the house speaker F. Romualdez. May 12 election could be served as the vindication of VP Duterte from her doings or judgment upon her because we believe also that People’s voice is the voice of God. May the truth prevails as to make the Filipino people be freed from doubt whether the process of impeachment followed or not.
Cordillera Congressmen are ABSOLUTELY CORRECT in their votes for impeachment of the VP.
