The City Council, during last Monday’s regular session, approved on third and final reading a proposed ordinance institutionalizing the local Search for the Natatanging Pamilyang Pilipino program in the city.
Under the proposed ordinance, the city, through the City Social Welfare and Development Office and the Family Month Steering Committee, shall launch the local search and disseminate information on the guidelines and the call for nominations through letters, social media and other possible means.
Each nomination shall be supported by the prescribed nomination form duly accomplished and signed together with the complete supporting documents submitted on or before the prescribed deadline.
Further, barangays, accredited civil society organizations (CSOs), organizations, and entities engaged in families may endorse a nominee, particularly one nominee per organization, for the said local search.
The aforesaid search starts every April and ends in May approximately a month and twenty days search which will be followed by validation and interviews by the screening committee. The winner will be declared by the screening committee but the awarding will be held every last Monday of September during the regular flag raising ceremony in time for the celebration of the Family Month.
The Validation Committee for the local Search for the Natatanging Pamilyang Pilipino shall be composed of the Department of the Interior and Local government–Baguio Field Office, City Public Information Office, Child and Family Service Philippines, Inc.
The ordinance stipulated that the Validation Committee will thoroughly facilitate the first phase of the selection process based on the received nominations within the indicated timelines and taking into consideration the criteria of assessment and completeness of submitted documents. Screening and review of the nomination forms, documents, and other credentials of the nominees shall be done by the Validation and Search Committee based on established internal policies and with the criteria, documentation review – 40 percent, validation of entries – 40 percent and interviews – 20 percent.
The nominees should be able to garner a minimum score of 80 percent of indicated weight allocation to qualify for the next level of the evaluation process.
Moreover, the Search Committee shall consolidate all the submitted nominees for the second phase of the deliberation and for the selection of the lone winner who will represent the city in the next level of competition.
The Search Committee shall deliberate and further assess the finalists based on the evaluation procedures, panel interview, conduct of site visits among others and that the Committee shall convene and discuss for a consensus as to the rating of the selected winner through a Committee Resolution.
The declared winner of the local search will be the city’s entry to the regional search and will be forwarded to the DSWD-CAR for inclusion in the annual activity of the celebration of Family Month.
The council claimed that through the guidance of the Family Month Steering Committee, Baguio could definitely be a constant presence during the National Search for the Natatanging Pamilyang Pilipino awards. By Dexter A. See
