LUNA, Apayao – The Land Transportation Office (LTO) in Apayao is actively seeking an upgrade from its current Class D District Office (DO) status to a Class C DO, marking a substantial development in its service capacity.
The upgrade to a Class C DO would enable LTO Apayao to create six new permanent positions, enhancing its workforce to better manage increased transactions and subsequently improve revenue collection.
During the recent Kapehan sa Kapitolyo on May 6, LTO Apayao unveiled its plan for this upgrade. Notably, the office has been organizing LTO Caravans in Upper Apayao, aligning with the requirements for the upgrade process. Under the LTO Caravan, drivers can renew their expiring licenses and obtain student permits.
For the first quarter of 2024, LTO Apayao recorded revenues totaling PhP9,024,987.5, including PhP2,405,817 for January, PhP1,997,249.33 for February, PhP2,106,917.74 for March, and PhP2,515,002.44 for April. The total transaction count for these months reached 3,517.

To meet the criteria for the upgrade, LTO Apayao aims to achieve 60,000 transactions by the end of the year, with a target revenue collection of more than PhP25,000,000. This translates to a monthly target of at least 5,000 transactions; however, the current average stands at 2,923 transactions per month.
In comparison, in 2022, LTO Apayao generated revenues of PhP22,152,915.70 from 25,339 transactions, while in 2023, it collected PhP23,651,389.39 from 26,604 transactions.
Upon receiving approval for the upgrade, LTO Apayao plans to establish an extension office in Conner, Apayao, improving accessibility and addressing the growing demand for its services.
