For the first time in its history, the Schools Division of Apayao has produced a Most Outstanding School Paper Adviser (MOSPA).
Ruby Acio Palacay, Teacher III of Luna National High School (LNHS), was recognized as the MOSPA awardee for the Cordillera Administrative Region (CAR) during the National Schools Press Conference (NSPC) held at the Provincial Farmers Livelihood Development Center in Vigan City.
Palacay is one of only 18 educators nationwide to receive the award this year. The recognition includes a plaque, medal, certificate, tokens, and a cash incentive.
Describing the moment as both humbling and deeply meaningful, Palacay shared that the honor would not have been possible without the support systems that guided her. She credited the DepEd for giving value to the work of school paper advisers and recognized the leadership of DepEd CAR Regional Director Dr. Estella L. Cariño for developing a culture of excellence in journalism.
She also extended her thanks to Schools Division Superintendent Dr. Irene S. Angway of DepEd Apayao, along with supervisors Fredalyn P. Abulencia and Florida C. Valenzuela, for their trust and guidance.
Palacay’s journey, however, was not shaped by official titles alone. She acknowledged the mentorship of Thelma R. Sacsac, one of the judges during the Division Schools Press Conference (DSPC) and the encouragement of her school family at Luna NHS, led by Principal Imelda A. Burigsay, PhD.
