Noong nakaraang linggo, nakipagkumustahan tayo sa isang kamag-anak na hindi ko na nakikita nang halos 20 taon. Matagal kasi siyang nagtrabaho bilang inhenyero sa Jeddah, UAE. Sa aming kumustahan, hindi ko napigilan na itanong ang kanyang SSS contribution. Doon ko nalaman na kahit pala nagta-trabaho siya sa labas ng bansa ay tuloy tuloy siyang nagbabayad ng SSS contribution. Sa ngayon, limang taon na lang bago siya magretiro ay nagbabayad na siya sa maximum contribution na P3,250 kada buwan. Isinasabay na niya sa kanyang buwanang remittance ang pambayad sa SSS contribution at ang kanyang misis na ang bahalang pumunta sa SSS branch para magbayad. Dahil dito, kampante na siya sa kanyang pagreretiro dahil siguradong may matatanggap siyang pension. Dahil kasalukuyan siyang nagbabayad ng maximum contribution, may karagdagan siyang matatanggap mula sa kaniyang Workers Investment and savings Program o WISP. Ito ay isang compulsory retirement savings scheme para sa mga miyembrong nagbabayad ng kontribusyon na P20,000 pataas ang Monthly Salary Credit (MSC). May kaakibat ito na benepisyo at kita na siyang matatanggap ng miyembro kasabay ng kanilang retirement, total disability, at death benefits.

Kabaligtaran naman ito sa nakilala kong OFW na magfa-file sana ng SSS Sickness Benefit. Mahigit 15 years daw siyang cook sa isang hotel sa Singapore pero sa loob ng kanyang pagta-trabaho doon, nakapagbayad lang siya ng SSS contribution sa loob ng apat na taon. Itinigil na daw niya ang pagbabayad sa huling sampung taon dahil inakala niyang hindi naman daw niya mapapakinabangan ang ibinabayad sa SSS. Ngayon, nanghihinayang siya dahil denied ang kanyang Sickness Benefit application.

Para sa kaalaman ng publiko, ang OFWs ay kinakailangang maging SSS members. Alinsunod ito sa Social Security Act of 2018 o RA11199 na gawing mandatory o compulsory ang kanilang coverage. Ibig sabihin, ang mga land-based at sea-based OFWs na wala pang 60 taong gulang, ay kailangan muna maging miyembro ng SSS bago sila makalabas ng bansa.

Ngayong 2021, ang minimum contribution ng mga OFWs ay P1,080 at ang maximum ay P3,250. Kapalit ng SSS contribution ay pitong benepisyo: Maternity, Sickness, Disability, Retirement, Death, Funeral at Unemployment Benefit. Wala pa riyan ang pribilehiyong magkapag-loan sa ilalim ng Salary, Calamity, Educational, at Pension Loan. Maluwag din ang contribution payment schedule para sa mga OFWs. October ang deadline ng contribution payment para sa applicable months ng January to September, samantalang January ng susunod na taon ang deadline para sa applicable month ng October to December.

Pinadali din ang paraan ng pagbabayad ng mga OFWs ng kanilang contribution at loan dahil sa mga online payment facilities tulad ng Bayad Online (dating CIS Bayad Center, Inc.); Paymaya at iRemitx. Maaari din nilang gamitin ang SSS Mobile App para makapagbayad ng SSS contribution sa pamamagitan ng PayMaya at BPI Online. May 28 foreign offices ang SSS sa iba’t-ibang panig ng mundo kung saan maaaring magpunta ang ating mga kababayan para sumangguni o magsumite ng mga dokumentong kinakailangan para sa kanilang benefit applications. Ang foreign offices ng SSS ay nasa Abu Dhabi, Al Khobar, Bahrain, Brunei, Calgary, Doha, Dubai, Hong Kong, Jeddah, Jordan, Kaohsiung, Kuala Lumpur, Kuwait, London, Los Angeles, Macau, Madrid, Milan, New York, Oman, Riyadh, Rome, San Francisco, Singapore, Taipei, Tel Aviv, Toronto at Vancouver. Ang lokasyon ng ating foreign offices ay makikita sa loob ng ating embahada. Sa katunayan, may isa rin tayong SSS office sa loob ng Philippine Overseas Employment Administration (POEA) Office sa Ortigas.

Kaya’t para sa ating OFWs, sana po ay huwag natin ipagwalang bahala ang inyong SSS membership. Batid namin ang hirap ng pagta-trabaho sa ibang bansa para masuportahan ang inyong mga pamilya kaya’t nais naming makasigurong maproteksyunan kayo ng SSS sa pamamagitan ng aming mga benepisyo at pribilehiyo.
