TABUK CITY, Kalinga – Mayor Darwin Estrañero welcomed the Cordillera schools’ divisions during the Regional Seminar-Workshop on the Preparation of Year-End Financial Reports being held in the city from January 9-13, 2023 at the Davidson Hotel. In attendance were the schools divisions specifically from Abra, Apayao, Benguet, Baguio City, Ifugao, and Mt. Province.
The mayor welcomed the participants and commended the Department of Education-Cordillera (DepEd-CAR) for choosing Tabuk as the venue for the event, saying, “On behalf of the officialdom of Tabuk City, it is with great pleasure and pride and honor to extend a warm welcome to all the participants.”
Events like this, according to the local chief executive, are always a great chance to showcase Tabuk City, which has made so many improvements under his administration that he believes will draw tourists and businesses to the city to keep the pace of progress going.
“I encourage you, if you have time after your seminar, to tour around our city. There are many nice restaurants that have opened up recently and we have many wonderful sites,” the mayor told the participants.
Leading the regional seminar was DepEd-CAR Regional Director Estela P. Leon-Cariño who was all praises to the mayor for institutionalizing the granting of PhP500 monthly incentive to the teaching and non-teaching personnel of the Tabuk City Schools Division.
To the participants, Cariño reminded: “Do not disconnect your financial division from the learner. Your financial division was created because of the learners.”
“So whenever you do something, you always think of the learner. It’s not only about spending, it’s not only about achieving 100% budget utilization rate but where did this money go? May impact ba sa learner? So dapat yun ang tingnan natin,” she added.
As per the memorandum of DepEd-CAR, the seminar-workshop aims: to ensure that Regional Offices, Schools Division Offices and Secondary Schools classified as Implementing Units will comply with financial management policies and procedures; to supervise the conduct of seminars and workshops on financial management; to recommend prescribed regional policies and guidelines to standardize implementation of financial procedures an[to address financial issues and concerns; and to supervise and ensure the preparation, consolidation, and submission of timely, complete, and accurate Budget and Financial Accountability Reports.
