Mayor given 10 days to select BCPO chief

BAGUIO CITY  – The Cordillera office of the Police Regional Office (Pro-COR) has given city Mayor Mauricio G. Domogan ten days to select from the list of qualified senior officers of the Philippine National Police (PNP) on who will be the next City Director of the Baguio City Police Office (BCPO).

Chief Superintendent Ulysses J. Abellera, PRO-COR regional director, officially endorsed to Mayor Domogan Resolution No. 2016-303 of the National Police Commission (NAPOLCOM) which contained the five qualified applicants for BCPO chief last June 10, 2016.

Under the said NAPOLCONM resolution which was approved last May 11, 2016, the qualified senior police officers for BCPO chief are Senior Superintendent Jimmy Almora Catanes of the Criminal Investigation and Detection Group (CIDG), Senior Superintendent Rolando Fernandez Miranda of the Directorate for Integrated Police Operations (DIPO) Western Mindanao, Senior Superintendent George Daculan Daskeo who is the current BCPO acting city director, Senior Superintendent Albert Erasquin Ocon of PRO III and Senior Superintendent Edwin Rey Butacan of the Highway Patrol Group in Region II.

Mayor Mauricio G. Domogan subsequently convened the Screening Committee which he institutionalized to conduct the screening of the qualified applicants for BCPO chief.

Under Administrative Order No. 052, series of 2016, the Screening Committee will be composed of Mayor Domogan as chairperson, City Prosecutor Elmer Manuel Sagsago, City Administrator Carlos M. Canilao, City DILG Director Evelyn B. Trinidad, OIC City Human Resource Management Officer Edith Dawaten and Baguio Correspondents and Broadcasters Club (BCBC) president Ramon S. Dacawi.

The Screening Committee shall evaluate the qualified applicants pursuant to the following criteria:  availability – 30 percent, program – 20 percent, performance – 20 percent, implementation – 20 percent and results of the interview – 10 percent.

Section 51(a)(1) and b(i)(4) of Republic Act 6975 of the Department of the Interior and Local Government Law explicitly provides that the Provincial governors and City Mayors have the authority to choose the Provincial Director and City Director within their respective jurisdictions from the list of eligible senior police officers recommended by the PNP chief and confirmed by the NAPOLCOM.

Subsequently, the NAPOLCOM passed Resolution No. 2016-303 endorsing the list of five qualified PNP senior officers for the position of city Director of BCPO.

Domogan said that in order to ensure that the selection for the position of BCPO City Director is in accordance to the principle of merit and fitness that will eventually facilitate the attainment of the mission and vision of the city, there is a need to create a Screening Committee to the said effect.

The Screening Committee will be mandated to conceptualize methods and strategies for the effective screening of the applicants, evaluate the qualifications of the applicants, act as panel during the interview and submit summary of qualifications of the applicants as to their performance, education, eligibility, trainings and other matters related to their application.

The Screening Committee will meet on Monday, 4 pm, at the City Mayor’s office to conduct the screening process by Dexter A. See
