Noong nakaraang linggo, naimbitahan ako ng Regional Prosecution Office, Region 1 na dumalo sa isang seminar para sa kanilang mahigit 50 retirees para magbigay ng orientation tungkol sa retirement benefit na maaari nilang matanggap mula sa SSS. Kasama ko ang masipag na Branch Head ng SSS La Union na si Francis Pentecostes na dumalo sa kanilang okasyon. Noong una, nagalangan kami dahil bilang mga kawani ng gobyerno, alam namin na sila ay mga miyembro ng Government Service Insuarance System (GSIS) kung saan maaari silang makatanggap ng retirement benefits. Subalit, nagulat kami nang malaman namin na halos lahat sa kanila ay voluntary members ng SSS.

Karamihan sa kanila ay dating nagtrabaho 0sa pribadong sektor at piniling ituloy ang kanilang SSS membership bilang voluntary members noong sila ay lumipat sa gobyerno. Ang unang tanong sa amin ay kung anong mangyayari sa kanilang mga naihulog na kontribusyon sa SSS. Ipinaliwanag namin sa Mga kawani ng gobyerno, pwedeng maging SSS Members kanila na kung mayroon silang hindi bababa sa 120 buwang hulog, pwede silang mag-avail ng lifetime monthly pension. Kung kulang naman sa 120 months, hinikayat namin sila na ituloy lang ang pagbabayad ng kontribusyon hanggang sa maabot nila ang kinakailangang bilang ng hulog para mag-qualify sa monthly pension. Kapag hindi na nila planong ituloy ang paghuhulog para mabuo ang kinakailangang 120 buwang hulog, lump sum benefit lamang ang kanilang
matatanggap. Ito ay katumbas ng kanilang mga naihulog sa SSS at interes.

Tanong naman ng isang abogado na magreretiro na, wala pang 120 months ang kanyang hulog pero plano na niyang magretiro mula sa government service. Naanyayahan siyang magturo ng Law sa isang unibersidad, ano ang kanyang dapat gawin sa paghuhulog niya sa SSS. Pinayuhan namin siya na magpakaltas ng kontribusyon sa SSS mula sa kanyang sahod sa unibersidad. Ayon sa batas ng SSS, kung ang isang miyembro ay wala pang 65 at siya ay nagtatrabaho pa o nagnenegosyo, dapat lang na ipagpatuloy niya ang paghuhulog ng kanyang kontribusyon.

Pagbabalik tanaw sa kasaysayan ng SSS

May mga 55 years old din sa grupo ang nag-avail ng kanilang early retirement at hindi SSS members. Ikinatuwa nila nang malaman nilang maaar i pa silang maging miyembro ng SSS. Maaar i kasing maging miyembro sa SSS ang sinuman basta siya ay hindi pa tumutungtong sa edad na 60. Ipinaliwanag lamang namin sa kanila na dapat silang magregistro sa SSS bilang self employed na miyembro at dito irereport niya ang kanyang pinagkakakitaang negosyo, pormal man o hindi, malaki man o maliit. Kung sakaling matapos nilang mag early retirement sa gobyerno ay magumpisa naman sila ng isang negosyo tulad ng buy and sell, pagtitinda ng mga produkto o magset-up ng isang pormal na negosyo, dapat na silang magparegistro bilang miyembro ng SSS.

Kaya sa mga miyembro ng SSS na lumipat na sa gobyerno at member na rin ng GSIS, maaari niyo pa rin ituloy ang inyong memberhip sa SSS. Gamit ang dating Social Security (SS) Number, pwedeng ituloy ang paghuhulog ng kontribusyon. Alamin sa pinakamalapit na SSS branch kung magkano ang maaari ninyong ihulog bilang monthly contribution. Pitong benepisyo (anim kung lalake) at loan pr ivileges ang naghihintay sa inyo bilang SSS voluntary members. Ito’y ang Maternity Benefit, Sickness Benefit, Disability Benefit, Retirement Benefit, Funeral Benefit, Death Benefit at ang pinakabagong Unemployment Benefit. Sa loan privileges naman, mayroong Salary Loan, Educ Assist
Loan, Direct Housing Loan, at Business and Social Development Loan.

Maraming komento ang aming natatanggap tungkol sa SSS Pension Loan Program. Sa inilabas na advertisement tungkol sa programa dito sa Herald Express noong nakaraang linggo, ilan sa komentong natanggap ay galing kay Gillidan Midas na
ipinost sa Facebook Page ng Herald Express. Ayon sa kanya, “Bakit ba pilit pautangin ang mga napepensiyon, ay ang laki ng tubo? marami akong nakikita mga ads naghihikayat na umutang ang mga pensiyonado! kakaunti na nga pensyon,
gusto nyo pang ibaon sila sa utang!”

Nais po naming ipabatid kay Gillidan Midas na ang pag-apply sa Pension Loan Program o PLP ay hindi po sapilitan. Ito po ay tugon lamang ng SSS sa daing ng mismong retiree pensioners na nahihirapan na sa ilang private lending companies na nagpapataw ng napakalaking interes at ginagawang kolateral ang kanilang ATM cards. Ang interest po sa ilalim ng PLP ay 10% per annum lamang. Ang private lending institutions ay nagpapataw ng 20 hanggang 24 porsyentong interes kada taon. Wala rin pong kolateral sa PLP tulad ng ATM cards. Hawak po ng retiree pensioners ang kanilang ATM cards habang may utang sila sa SSS. Bakit? Dahil kahit nagbabayad na sila ng kanilang utang, may matatanggap pa rin silang buwanang pensyon.

Hindi rin mababaon sa utang ang aming pensioners sa ilalim ng PLP. May kaakibat kasi ito na Credit Life Insurance. Ibig sabihin nito, ang Credit Life Insurance na mismo ang magpapatuloy sa pagbabayad ng naiwang utang kung sakaling mamatay ang pensyonado.

Sana ay nabigyan namin ng linaw ang puntong ito para kay Gillidan Midas. Para naman kay Francisco Orpilla Valliente at Esperanza Corla Milanes na interesado sa Pension Loan Program, maaari po kayong magsadya sa alinmang SSS branch na malapit sa inyo para matulungan kayo sa inyong aplikasyon.

Tumatanggap pa rin ang SSS ng aplikasyon sa Contribution Penalty Condonation Program. Sa ilalim ng CPCP, ang kabuuang kontribusyon na lamang at interes ang babayaran ng employer samantalang ipagpapaliban na ang kanilang naipong multa. Kailangang mag-submit ng letter of intent ang employer sa SSS upang mabigyan siya ng kaukulang computation ng dapat niyang bayaran. May hanggang 48 buwan o apat na taon ang employer para i-settle ang kanilang obligasyon sa SSS. Ang CPCP ay bukas lamang hanggang ika-6 ng Setyembre 2019.

Sa July 31 na po ang deadline ng pinahabang schedule ng pagbabayad ng kontribusyon para sa mga self-employed, voluntary, at non-working spouse. Kung matatandaan, inanunsyo ng SSS noong Marso ang polisiya na nagpapahaba ng payment deadline sa unang semestre ng 2019. Kaya’t pwede pa nila bayaran hanggang Hulyo 31, 2019 ang kanilang kontribusyon para sa buwan ng Enero hanggang Hunyo. Samantalahin na ang pagkakataon at humabol na sa pagbabayad ng kontribusyon!
