Mga paglilinaw tungkol sa Salary Loan, DAEM, Aat Legal Beneficiaries

Patuloy kaming nakakatanggap ng email mula sa mga miyembro tungkol sa iba’t ibang isyu sa kanilang SSS membership. Kaya’t pumili kami ng tatlong paksa na may pinakamaraming katanungan upang pagusapan at bigyan ng linaw sa aking kolumn ngayong linggo.

Una rito ang tungkol sa salary loan proceeds. Madalas kasing tinatanong ng mga miyembrong nag-apply ng salary loan na may existing calamity loan o anu pa mang short term loans kung bakit tila ikinaltas ang mga ito sa kabuuang halaga ng kanilang salary loan? Bakit hindi nila ito natanggap nang buo?

Base sa umiiral na guidelines ng SSS salary loan application, kung mayroon mang outstanding balance sa calamity loan, salary loan, educational loan at emergency loan, maging ang 1% service fee at pro-rated/ advance interest ay ikakaltas sa bagong aprubadong salary loan proceeds. Ang impormasyong ito ay nakapaloob din sa Item C.3 ng Terms and Conditions na kinakailangang sang-ayunan ng miyembro bago niya isumite ang kaniyang salary loan application.

Dahil online na ngayon ang pagsusumite ng salary loan application, lumalabas din sa screen ang Disclosure Statement on Loan/ Credit Transaction upang makita at masuri ng miyembro ang kaniyang salary loan proceeds bago niya ipagpatuloy ang kaniyang aplikasyon.

Lagi rin tinatanong kung sino ba ang may karapatan na tumanggap sa naiwang benepisyo ng namatay na miyembro? Sa ilalim ng Republic Act 11199 o Social Security Act of 2018, may tinatawag na hierarchy of beneficiaries. Ito ay ang Primary, Secondary, Designated, at Legal Heirs.

Ang primary beneficiaries ay kinabibilangan ng ligal na asawa ng namatay na miyembro at mga anak na menor de edad o 21 taong gulang pababa– sila man ay lehitimo, ilehitimo, pinalehitimo, ligal na ampon at maging mga anak na may inborn o congenital disease pati na rin ang mga physically at mentally incapacitated na anak na lagpas 21 taon ang edad. Maituturing na ligal na asawa ang unang pinakasalan ng namatay na miyembro at nakatala ito sa rekords ng Philippine Statistics Authority (PSA).

Kung walang primary beneficiary ang namatay ng miyembro, saka natin ikokonsidera ang secondary beneficiaries. Sila ang mga magulang ng namatay na miyembro. Kadalasang napupunta sa secondary beneficiaries ang benepisyo kung single ang namatay na miyembro. Paano naman kung ang namatay na miyembro ay walang primary at secondary beneficiaries?
Dito pumapasok ang ikatlong kategorya na kung saan maaaring magtalaga ang miyembro ng kanyang designated beneficiaries. Sila ang mga kapatid o kamag-anak ng miyembro na tinatawag natin na blood relatives.

Ang ika-apat at huling kategorya ay ang legal heirs o mga ligal na tagapagmana. Maaari rin gawing legal heirs ang malapit na kamag-anak ng miyembro na naaayon sa mga itinakdang probisyon sa ilalim ng Civil Code of the Philippines.

Ang ikatlong paksa na madalas itanong sa akin sa email ay tungkol sa Disbursement Account Enrollment Module o DAEM na makikita sa My.SSS. Ano daw ba ito at paaano kung wala namang sariling bank account ang miyembro?

Ang DAEM (dating Bank Enrollment Module) ay kabilang sa E-Services Menu ng My.SSS na kung saan maaaring i-enrol ng miyembro ang kanilang sariling PESONet participating bank account sa SSS para doon awtomatikong idedeposit ng SSS ang anumang benefit o loan proceeds ng miyembro. Hindi na kasi gumagamit ngayon ng tseke ang SSS. Naka-post ang kumpletong listahan ng PESONet participating banks sa official Facebook page ng SSS https://bit.ly/2Ua84R8.

Ang kadalasang nagiging problema sa sistemang ito ay mali ang nailalagay na impormasyon ng miyembro habang nagrerehistro. Imbis na account number, card number ang inirehistro ng miyembro kaya’t nagkakaroon ng delay sa pagpoproseso ng aplikason at pagdedeposit ng benepisyo o loan sa kanilng bank account.

Dahil sa mga insidenteng ito, pinapayuhan namin ang mga miyembro, employers, at pensioners na siguraduhing tama ang inilalagay na impormasyon habang nagrerehistro sa ilalim ng DAEM. Dapat ay sariling bank account din ang i-enrol ng miyembro. Maituturing na invalid ang closed, dormant, dollar, joint/or/and-or, time deposit at prepaid bank accounts kaya huwag na ito irehistro sa DAEM. Kung sakaling walang sariling bank account ang miyembro, may opsyon siyang kumuha ng Unionbank Quickcard o kaya irehistro ang aktibong mobile number sa DAEM upang matanggap ang benepisyo sa pamamagitan ng payout centers tulad ng MLhuillier o mobile wallet gaya ng upgraded PayMaya account.

Nawa’y naliwanagan ang mga miyembrong may kahalintulad na katanungan. Sa susunod na kolum ay tatalakayin natin ang ilan pang mga paksa na malimit itanong sa atin.
