BONTOC, Mountain Province – The Provincial Government of Mountain Province through the Program on Awards and Incentives for Service Excellence (PRAISE) Committee is now accepting nominations for the 2017 Search for the Best Performing Employees.
Governor Bonifacio C. Lacwasan, Jr. stated that the search seeks to recognize and reward provincial government employees for their great contribution and achievement in the delivery of public services.
There are seven slots allotted for the First Level Class Positions and three slots allotted for the Second Level Class Positions.
First Level Class Positions includes clerical, trades, crafts and custodial positions which involve non-professional or sub-professional work, in a non-supervisory or supervisory capacity requiring less than four years of collegiate studies.
Second Level Class Positions covers professional, technical, and scientific positions which involve professional, technical, or scientific work in a non-supervisory capacity requiring at least four years of college work.
Qualified nominees must be at least be five years as a permanent employee in the provincial government, no pending administrative and criminal charge and was never administratively charged and penalized since entering the provincial government; and has at least Very Satisfactory Performance rating for the last two consecutive rating periods covering July to December 2016 and January to June 2017.
Those qualified to nominate are permanent employees of the Provincial Government of Mountain Province, Non-Government Organizations (NGOs), Peoples Organizations (POs) and clients.
The criteria in the selection of best performing employees includes Individual Performance Commitment Rating (IPCR), initiative or innovativeness, compliance to Civil Service Rules on courtesy, punctuality, wearing of office uniforms with ID, and not being under the influence of liquor before entering the office and while on duty, and provincial ordinances on No smoking, No chewing and spitting of momma within office premises.
Provincial Human Resources Management Officer Leonila Milagrose F. Malla-ao advised the nominators to follow the nomination procedures. She explained that nomination forms should be properly filled –up and accompanied by a substantive write-up or justification authored by the nominator and other proof of excellent performance of the nominee to include innovations that improved the operations of the office. All nominations shall first be submitted to the office of the nominee on or before October 9, 2017 for initial evaluation by his or her respective Office’s Screening Body.
For a Level II Position nominee, the office’s Screening Body includes the Department Head, Assistant Department Head and Level I Representative. For a Level I nominee, the Office’s Screening Body is comprised of the Department Head, Assistant Department Head and Level II Representative. Offices without Assistant Department Head can have the next-in-rank upon authority by the Head of Office as a member of the Office Screening Body.
The list of nominees should be posted by the office concerned in three conspicuous areas to include the Bulletin Board of the office concerned, Bulletin Board at the Provincial Treasury and at the Multi-Purpose Building. Concerned offices shall publicly announce their nominee/s on Monday Programs. This is to invite comments from anybody regarding the nominee/s. Comments should be made in writing and signed by the person commenting. The written remarks should be submitted to the office of the nominee concerned, a copy of which is to be furnished to the PRAISE Committee thru the Provincial Human Resources Office (PHRMO). The Screening Body of the office concerned then verifies the comment/s received.
The submission of nominations to the PRAISE Committee through the PHRMO shall be on or before October 20, 2017. This includes: 1) properly accomplished and signed Nomination Forms; 2) Substantive write-up of the nominator rationalizing the nomination properly signed including supporting documents and other proof of excellent performance; 3) Proof of innovation that improved the operations of the office, with submitted pages all stamped with the receiving seal of the PHRMO; 4)Comment/s received with the verification report addressing said comments shall also be individually stamped with the receiving seal of the PHRMO; and 5) Evaluation Report of the Office Screening Body duly signed by all the members.
Winners in the search shall receive a Plaque of Recognition, cash incentive, shall enjoy three days Special Privilege Leave, and if qualified, shall be nominated to Civil Service Commission and other awards programs. They shall be recognized and awarded during the Retirees’ Mabuhay- Pasasalamat Program of the provincial government in December this year.
Meanwhile, previous Best Performing Employees who maintained and exceeded their excellent work performance can be nominated and awarded three times and be conferred the Hall of Fame Award. Also, Hall of Fame Awardee/s shall be entitled to twice the approved cash incentive for each awardee.
