BONTOC, Mountain Province – The Provincial Government of Mountain Province is hopeful for another Seal of Good Local Governance (SGLG) award after receiving a promising result in the just concluded SGLG regional assessment on May 30, 2024.
The SGLG, based on the Department of Interior and Local Government (DILG) Memorandum Circular No. 2024-064, is an institutionalized award, incentive, honor, and recognition-based program that highlights the achievements and progress made over the past decade while emphasizing the efforts that are vital to upholding sound local governance principles of transparency, accountability, and effective public service delivery.
In addition, Provincial Administrator Franklin C. Odsey, representing Governor Bonifacio C. Lacwasan, Jr., said that the SGLG paved the way for the local government units to become achievers and partners for development.
“With this program (the SGLG), good performance has become a norm for all of us in the government,” Odsey continued.
Meanwhile, Odsey also expressed his hopes that the Provincial Government will once again be granted the SGLG awards like last year.
The Provincial Government was assessed based on ten governance areas namely, Financial Administration and Sustainability; Disaster Preparedness; Social Protection and Sensitivity; Health Compliance and Responsiveness; Sustainable Education; Business- Friendliness and Competitiveness; Safety, Peace and Order; Environmental Management; Tourism, Heritage Development, Culture and the Arts; and Youth Development.
As introduced by DILG-MP Provincial Director (PD), Evelyn B. Trinidad, the Regional Assessment Team were Ifugao Provincial Director Rufina T. Fegcan, DILG-CAR-Local Government and Capability Development Division Chief Kristofer Dave R. Alvarez, DILG-CAR-Local Government Monitoring and Evaluation Division Chief Marleen M. Guerzon, DILG-CAR LGOO V Mary Jheama Rachine E. Canullas, DILG-CAR LGOO IV Danilo E. Azarcon, DILG-CAR Statistician II Sigfred G. Bumangil, and CSO Representative Keren May B. Busaing from the Council of Restoration of Filipino Values.
Based on the assessment result presented by Canullas, the Provincial Government, in general, has made a promising outcome with most indicators per governance area complied.
In closing, Vice Governor Francis O. Tauli expressed his regards to the seven evaluators. He also expressed his thanks to the Provincial Government employees for executing their respective duties and responsibilities and the DILG-MP for their continuous guidance to the Provincial Government.
“I encourage everyone to further strengthen our commitment. Let us promote further transparency and accountability. Let those documented good practices be duplicated, and the recommendations of our evaluators be our jumping boards and lessons learned for our improvement,” Tauli further said as encouragement to the Provincial Government employees.
Meanwhile, Board Members Ezra Samson A. Gomez, Johnson D. Bantog II, and Ken Paulo P. Nacnas were present during the assessment. They, together with Vice Governor Tauli, Provincial Administrator Odsey, and PD Trinidad, led the awarding of certificates to the seven evaluators. By HENT
