BAGUIO CITY – The Cordilleras office of the Civil Service Commission (CSC-CAR) disclosed no government agencies failed in the recent conduct of the mandatory assessment on their compliance to the Report Card Survey (RCS) under the Anti-Red Tape Act (ARTA).
Lawyer Marilyn Taldo, CSC-CAR regional director, said the agency was able to complete the assessment done on 39 government agencies, including the city government of Baguio, on their compliance to the RCS, particularly the availability of basic services and facilities, frontline services among others that are related to the reduction of red tape in the bureaucracy.
She added of the 39 agencies and local government surveyed, 14 agencies were given excellent marks, 24 got good marks and 1 get an acceptable mark for their compliance to the stringent requirements of the RCS prescribed by the ARTA.
“We want our government agencies and local governments to sustain the gains of our efforts to eradicate red tape in the bureaucracy in order for them to be able to deliver genuine public service to the people. We will continue our monitoring on the compliance of our government agencies and local governments to efforts in reducing red tape in the bureaucracy,” Taldo stressed.
She is optimistic that the constant monitoring done by the CSC on the compliance of government agencies and local governments to the RCS because their deficiencies are subsequently corrected by those concerned in order to improve the delivery of basic services to the people.
Last year, seven offices were recipients of the Seal of Excellence from the CSC because of their compliance to the RCS and sustaining excellent marks after the conduct of a 2-stage validation process as required by law.
The recipients of the Seal of Excellence last were five offices of the Philippine Health Insurance Corporation in the Cordillera, 1 each from the Government Service Insurance System (GSIS) and the Philippine Statistics Authority (PSA).
According to her, the awardees of the Seal of Excellence this year will still be determined through the 2-stage validation process and will be given their cash reward of P100,000 and trophy in next year’s awarding ceremonies.
Under the RCS, government agencies and local governments are being assessed on their compliance to the basic services and facilities like the availability of express lane for senior citizens, persons with disabilities and pregnant women among others, availability of frontline services such as the public assistance desk and their compliance to the no noon break policy and the client satisfaction to the services rendered.
