BAGUIO CITY – The Northern Luzon Command (NOLCOM) Armed Forces of the Philippines hosted a Senior Leaders’ Meeting on November 26, 2024, at the Headquarters PMA, Fort Del Pilar, Baguio City.
Spearheaded by the NOLCOM Commander, LtGen Fernyl G Buca PAF, joint task forces (JTF) and joint task groups (JTG) commanders, Commander of the Joint Special Operations Task Force Trident (SOCOM) and the Regiment Commander of the Light Reaction Regiment, the meeting was convened to design and develop a comprehensive territorial defense plan to protect Northern Luzon as part of the AFP’s gradual shift from internal security operations towards territorial defense operations and adopting the Comprehensive Archipelagic Defense Concept.
The meeting resulted in the establishment of a framework for the NOLCOM comprehensive territorial defense plan for Northern Luzon.
“This framework is not a final document yet, but rather a solid foundation upon which we will continue to build and refine our strategy. We have outlined initial actionable steps and responsibilities for each commander, ensuring that our strategic planning process translates into concrete actions moving forward,” Buca said in his speech during the closing ceremony of the Senior Leaders’ Meeting.
He also emphasized the critical role of the meeting in ensuring the effective defense of Northern Luzon through coordinated efforts and strategic planning.
“Our work here today is more than just planning and strategizing. It is about our unwavering commitment to the defense of northern Luzon and the security of our nation. We stand at a critical juncture in our nation’s history,” the commander added.
Further, Commander NOLCOM urges the senior leaders to reiterate and disseminate the key points of the NOLCOM Defense/TDO plan to their units, ensuring that every soldier understands their role in a broader strategy; continue to foster the spirit of collaboration and open communication; remain vigilant and proactive in identifying and addressing emerging threats to our region; and prioritize the on-going training and development of personnel, enhancing the NOLCOM’s collective capabilities and readiness.
Buca, assured that as the national government is standing firm in its commitment to uphold the country’s territory and sovereignty, the command will continue to perform its mandate as Defenders of the North ensuring the security and stability of Northern Luzon and protect its territorial integrity.
