I read your front page story, March 24, 2019 issue titled; “COA urged to probe Halsema rehab project” and I think it stinks! WHY? In fairness to the few competent and honest employees of the DPWH, as far as my memory serves, the DPWH-CAR are a bunch of pathological liars/dishonest government employees. IMAGINE, the DPWH-CAR officials directly concerned on the project has the temerity to certify that the Reblockings in the Halsema highway are good? Mr. Salvador Liked is not alone in his observation of the defects in the project, ALL users of the Halsema are not blind to see the hundreds of defects in the newly accomplished Php500m worth of re-blockings. They look at these Halsema road users as Tanga, Fools and Nincompoops?

The Regional Development Council-Cordillera Administrative Region (RDC-CAR) had their meeting in Bontoc, Mountain Province last March 18, 2019. ALL Regional Directors of our government agencies, which includes DPWH-CAR Regional Director are members and I believe that majority of them passed thru the Halsema Road and attended. I respectfully pose this questions, DID you not observe the obvious defects in Halsema Road re-blockings? OR were you asleep in your traveling SUVs? I hope you are NOT one of the officials in the statement of Secretary Teodoro Locsin, Jr. when he said; “Locsin curses at ‘useless’ admin officials” [in one of the daily broad sheets in the country].
I challenge the Local MEDIA to organize a one (1) day inspection trip to validate the defective Halsema Projects starting at 8am. We are willing with Mr. Salvador Liked to be the guide and pinpoint these numerous defects and expose it. I do not have faith in the COA-CAR because for the countless letters/complaints I submitted to their “good” office, I believe they are participants in covering-up these anomalous projects.
