BAGUIO CITY – City officials recently granted authority to the City Mayor representing the city government to enter into a memorandum of agreement (MOA) with the G-Xchange, Inc. represented by its head of enterprise and public sector, Jose Luis G. Reyes, for the implementation of an online payment facility aimed at improving payment efficiency for the city’s services and enhancing client convenience.
Under Resolution No. 746, series of 2024, local legislators stated that the terms of the proposed MOA shall be subjected to periodic review by the city government.
Earlier, the council considered a letter dated December 5, 2024 of Mayor Benjamin B. Magalong submitting for consideration the proposed MOA between the local government and G-Xchange, Inc. for the implementation of an online payment facility aimed at improving payment efficiency for the city’s services and enhancing client convenience.
G-Xchange, Inc., a wholly owned subsidiary of Globe Fintech Innovations, Inc., is duly registered with the Bangko Sentral ng Pilipinas (BSP) as a licensed remittance agent and E-Money Issuer (EMI).
Further, it handles electronic money or e-money issuance, remittance e services and mobile payment solutions using Globe’s network as a transport channel under the GCash brand.
The body claimed that the online payment system aims to streamline the collection process and offer clients additional options for settling all applicable taxes, fees and charges to the local government.
This initiative aligns with the city’s strategic goal of transitioning to cashless payment systems as part of its Smart City framework.
Moreover, the establishment of a digital payment platform contributes to the city’s performance under the innovation pillar of the Department of Trade and Industry’s Cities and Municipalities Competitiveness Index (CMCI).
Under the proposed agreement, a convenience fee of PhP10 per transaction which is a uniform rate applied to all local government units utilizing the payment facility shall be imposed and borne by the client. The fee will be directly collected by G-Xchange, Inc.
