Outgoing City Director Police Col. Francisco Bulwayan, Jr. of the Baguio City Police Office (BCPO) bid farewell to the more than 1,400-strong men and women of Baguio’s Finest during simple turnover rites held recently.
However, he admitted that his out of duty would not have been possible without the full trust and confidence bestowed on him by city officials and concerned sectors of the city.
He claimed that his journey with the BCPO has never been complicated from the start until the end because of the mentorship, partnership and support given by the city officials that had made everything smooth sailing.
The outgoing BCPO official claimed that the opportunities and achievements being celebrated is not his alone but are a reflection of the kind of leadership of the city, inspiring those around them to emulate the same as it has been his distinct honor to work under the guidance of the local government.
According to him, the true essence of being a public servant is being able to learn to become a firm law enforcer and most of all to be able to gain extensive understanding of what exactly leadership means.
Bulwayan expressed his gratitude to the BCPO stakeholders, friendly forces, line and partner agencies for their incredible support that reinforced home to aim more and do more since through collaboration and perseverance, they have laid a strong pillar of success to every undertaking and the same could not be quantified from the bottom of his heart.
He lauded the BCPO officers and personnel for being dependable as for just few instructions, they swiftly act on it and would manage to lay down outstanding outputs and in his 25 years of service, they are the least supervised officers that he had as even with the least supervision, they can provide the best outcome in each of their tasks and even excel on them.
According to him, BCPO cannot achieve significant accomplishments and recognitions without the unparalleled initiatives of the officers and men and wished them to shine brighter and continue to guide the local police force to greater heights.
Bulwayan congratulated his successor, Police Col. Ruel Tagel, and with his vast experience and capability, BCPO will be in good hands and urged him to enjoy his stay at the helm of the BCPO as he will be backed by competent and proficient leaders and that he is also surrounded by a supportive work force.
