BONTOC, Mountain Province – The Philippine Center for Postharvest Development and Mechanization (PhilMech) in partnership with the provincial government through the Office of the Provincial Agricultural and Biosystems Engineer, conducted a hands-on training on registration of ownership of agricultural and fisheries machines and equipment system held at the Drop By Resto in the capital town on February 13, 2025.
The activity aimed to provide hands-on training activities on the use of Registration of Ownership of Agricultural and Fisheries Machines and Equipment System (RAFMES), specifically, on the creation of system user accounts; encoding, editing, updating and validation of entries; and generation of data, reports and other relevant information.
It is also a venue to present and discuss the requirements and processes of the registration, present and discuss the implementing policies and guidelines of RAFMES, demonstrate the use of RAFMES, and gather inputs and feedback on the implementation of the registration and the functionality of RAFMES.
The participants of the training were stakeholders from the different municipal local government units, the offices of the provincial agriculturist and provincial agricultural and biosystems engineer, and the Mountain Province Agricultural Programs Coordinating Office.
During the opening program, Provincial Administrator John K. Likigan, representing Gov. Bonifacio C. Lacwasan, Jr., urged the participants to pay attention to the important details of agricultural and fisheries machine registration since this is the first time the program will be implemented in the province.
The activity is a follow-up of the turnover of QR printers and supplies to the Provincial Government to be used for the program, which was held on Nov. 28, 2024.
It can be recalled that the provincial government, through the Office of the Provincial Agriculturist and the Office of the Provincial Agriculture and Biosystems Engineer, was chosen by the PhilMech and the Department of Agriculture- Regional Agricultural Engineering Division- Cordillera Administrative Region as one of the model provincial government units relative to the full implementation of the Registration of Ownership of Agricultural and Fisheries Machines and Equipment System in the country because of the provincial government’s steadfast support to the municipal government units in terms of agricultural development and manpower availability.
The registration aims to establish ownership and establish the national database of agricultural and fisheries machinery equipment for planning and monitoring purposes.
Meanwhile, the resource persons of the training were Science Research Specialists Louie A. Gonzales, Gladys D. Delizo, Jam Agustine T. Ismael, and IT Officer Henry DC. Cayaban, all from PhilMech.
At the end of the training, the participants expressed their commitment to register the agricultural and fishery machinery of local farmers in their respective areas. By MP-PIO
