TABUK CITY, Kalinga – The Kalinga PTF-ELCAC (Provincial Task Force to End Local Communist Armed Conflict) conducted a community consultation in Barangay Bagumbayan of this city on April 30 to revisit the Barangay Development Plan (BDP) of the barangay and address developmental concerns of the community as part of the whole-of-nation approach to address the root causes of insurgency in the province.
In an effort to bring government services closer to the community, the city and provincial government along with national line agencies converged to present their programs and provide frontline services including free medical-dental services, haircut, circumcision, legal aid, veterinary mission.
Punong Barangay Alejandro Cos-agon presented the BDP and deliberated upon with inputs from the PTF-ELCAC, CTF-ELCAC and other government agencies for possible funding. As an ELCAC barangay, Bagumbayan is set to receive around 2,000,000 pesos to fund their priority projects.
Mayor Darwin C. Estrañero and chairperson of the CTF-ELCAC called for greater support to the development projects of the government noting how these could further spur economic development in the city and provide better services to the people of the city.

Governor James S. Edduba and PTF-ELCAC Chairperson underscored the crucial role of the ELCAC in determining the needs of the people on the ground and enable responsive programs to deter the influence of armed insurgency in the province.
“Daytuy nga ELCAC, daytuy whole-of-nation approach nga ar-aramiden tayu tatta iyasideg tayu ti serbisyo tapnu marikna da ti serbisyo ti gobyerno, tapnu maisardeng dagitoy maal-allilaw. We ourself nga taga Kalinga, adda tayu nga mangiyasideg to serbisyo iti ili tayu,” he said.
