The City Council, during last Monday’s regular session, approved on first reading a proposed ordinance establishing an employment development desk through the women’s desk located in the barangay hall of each barangay in the city.
The proposed ordinance seeks to aid every constituent in every barangay to easily access the list of job openings in the companies and establishments doing business in the city.
Under the proposed ordinance, the establishment of an employment desk through the women’s desk in the barangay halls of every barangay in the city shall be applicable to all the 128 barangays for the benefit of job seekers looking for gainful employment in the different parts of the city.
The ordinance added that the establishment of the livelihood desk shall be through the women’s desk in every barangay and that this desk can accept the resume of the job seekers in the various city barangays for referral to the companies and entities having a list of job vacancies.
Further, those who will apply for barangay permits shall obtain and submit to the concerned barangay a list of available jobs in their respective businesses, projects among others.
Pursuant to the said proposed measure, job fairs, seminars, trainings and other activities which shall aid in further learning and development as regards livelihood for the constituents organized and implemented by the concerned barangays.
On the other hand, the residents, through their barangay representatives, can request for needed activities and materials in furtherance of livelihood development.
According to the proposed measure, the city will in turn, provide for the aforementioned with the assistance of the appropriate government offices.
The ordinance tasked the Public Employment Services Office (PESO) to give the list of job vacancies and will frequently update the barangays of further job openings. The barangays will submit resumes coming from their respective constituents to the PESO for further references.
The ordinance emphasized that only residents of the city may apply for the prescribed vacancies in the companies seeking employees from the available labor force in the city.
The ordinance mandated the creation of an online page or group to make known and market goods made by the residents. It shall be updated on the 15th and 30th days of the month.
The ordinance explained that by establishing employment desks in every barangay, the constituents who live in a certain barangay can go directly to the desk and can be assisted in finding job openings easily for them to land a gainful employment and become productive citizens of the community.
The council asserted that it is duty-bound to work for the welfare of the city’s constituency.
It has been observed that the residents who live far from the City Hall have difficulty accessing vital information to find job openings in the PESO.
The body underscored the necessity of setting up an employment desk in every barangay for the people to be able to look for gainful jobs for the benefit of their families. By Dexter A. See
