The Cordillera Regional Development Council (RDC) endorsed fiscal year (FY) 2023 budget proposals from State Universities and Colleges (SUCs) and Regional Line Agencies (RLAs) during its first quarter meeting held via hybrid modality last March 9, 2022.
The budget proposals from the different SUCs and RLAs across the region went through a 4-day budget review and consultation last February 21-24, 2022.
The activity was spearheaded by the RDC-CAR Regional Development Budget Coordinating Committee chaired by Department of Budget and Management-CAR Regional Director Irene Gahid and co-chaired by National Economic and Development Authority-CAR Regional Director Susan Sumbeling. The consultations were guided by the Regional Budget Memorandum No. 001, series of 2022, issued on February 3, 2022 which provided the criterion for the content of the budget proposals.
Recommendations from the consultation to align programs, projects and activities of the SUCs and RLAs to the national and regional goals and strategies and to ensure the proposals’ consistency with the implementation of the Mandanas-Garcia ruling as provided by Executive Order No. 138 were provided.
Additionally, the inclusion of programs and projects for the advancement of regional autonomy, streamlining of gender and development and other recommendations from the panel were integrated into the final budget proposals.
Budget proposals from the 6 SUCs and 23 RLAs totaled Php 109,364.84 for FY 2023 which is 37 percent higher than the approved FY 2022 budget allocation of Php 80,107.60 million for the Cordillera Administrative Region.
The consolidated budget proposals were approved by the RDC-CAR and were endorsed to the respective central offices of the RLAs and CHED for the SUCs. NEDA-CAR serves as the technical secretariat to the Cordillera Regional Development Council and its sectoral and support committees.
