Police Brigadier General David K. Peredo Jr., Regional Director of the Police Regional Office Cordillera (PRO-CAR), paid a command visit to the Apayao Police Provincial Office (PPO) on April 8, 2025, at Camp Gov. Elias K. Bulut Sr. (EKB) and Training Center in Sta. Lina.
Meeting with Governor Elias C. Bulut Jr. and Apayao PPO Director Police Colonel Arnold D. Razote, PBGEN Peredo led a command conference centered on peace and order operations in the province and security preparations for the 2025 National and Local Elections.
“Your presence, discipline, and impartiality are the foundation of public confidence. Be the peacekeepers our democracy needs,” Peredo said as he address commanders and personnel on the importance of unity and grounded leadership.
The highlight of the visit was the ceremonial launch of ALIWA, the official publication of Apayao PPO. Featuring news, narratives, and police-community engagement stories, the publication signals the provincial police’s push for transparency and storytelling anchored in service. A scale model of the proposed Camp Development Plan was also unveiled during the event.
Awards were presented to outstanding personnel. PCPT Prudante Gatan and PSSg Ayabo Baliwag received the Medalya ng Kagalingan. The Medalya ng Kasanayan was awarded to PCOL Razote, PSMS Ronelyn Joy Casilao, and Non-Uniformed Personnel (NUP) Ma. Cristeta Lumbo, who played important roles in developing ALIWA.
Lumbo, who was visibly moved by the recognition. “It is with my profound humility and gratitude that I became a member of the ALIWA Magazine. This recognition holds immense significance, not only as a testament to my efforts but also as a reflection of the collective dedication of our team… This accolade inspires me to continue upholding the values of integrity, innovation, and accountability that define our institution,” she said.
PBGEN Peredo closed the visit by underscoring the OPKA values (Obedience, Patience, Knowledge, Action), the ACCC leadership framework (Accountability, Communication, Chance, Control), and the AAAA growth model (Awareness, Ability, Adjustment, Action) all intended to strengthen the police force ahead of election season.
