The City Council, during last Monday’s regular session, approved on third and final reading a proposed ordinance mandating the registration of ownership of agricultural and fisheries machinery and equipment pursuant to the pertinent provisions of Republic Act (RA) No. 10601 and Joint Memorandum No. 2018-02 of the Department of Agriculture (DA) and the Department of the Interior and Local Government (DILG).
The council stated it will be a policy in the city to mandate an individual, registered farmer cooperatives and farmer associations, and private entities registered with the Securities and Exchange Commission (SEC), Department of Trade and Industry (DTI), Department of Labor and Employment (DOLE), or Cooperative Development Authority (CDA), as well as by government offices, to register their ownership of new and currently used agriculture and fisheries machinery and equipment with the City Veterinary and Agriculture Office (CVAO).
Further, registration of the newly acquired or purchased units shall be facilitated by the dealer or supplier upon purchase, and the dealer or supplier shall submit the filled out registration form to the CVAO, which shall endorse it to the City Mayor for approval.
The council added that the registration of currently used agricultural and fisheries machinery and equipment shall be done within one year from the approval of the proposed measure.
Under the proposed ordinance, owners, users and dealers of agricultural and fisheries machinery and equipment shall submit to the CVAO pertinent documents such as certificate of location or address of the owner; duly accomplished prescribed registration form to be provided by the CVAO, and any evidence of acquisition of the machinery or equipment such as delivery receipt, sales invoice, office receipt of deed of donation, memorandum of agreement or memorandum of understanding.
The council stipulated that the CVAO shall maintain and update a registry of agricultural and fisheries machinery and equipment and that the same shall be updated monthly to the server of the concerned government agency.
The council disclosed that a registration fee of agricultural and fisheries machinery and equipment amounting to P300 shall be charged from the registrants inclusive of the cost of the registration plate to be issued by the CVAO to the owner.
Moreover, the registration of machineries and equipment owned by cooperatives duly registered under RA 6810 or the Magna Carta for Countryside and Barangay Business Enterprises and RA 6938 as amended by RA 9520 or the Cooperative Development Code of the Philippines shall be exempted from payment of registration fees.
The aforesaid registration may be used in the availment of government incentives and subsidies; registered machineries may be used as collateral; registration will facilitate the location of lost agricultural and fisheries machinery units; availment of common service facilities services in the city when already applicable and provision of insurance such s registry system for basic sectors in agriculture for registered equipment.
