During its second-quarter meeting on May 11, 2022, the Regional Project Monitoring Committee of the Cordillera Administrative Region (RPMC-CAR) identified critical projects to be inspected for the third quarter.
Director Susan A. Sumbeling, Chairperson of the RPMC-CAR and the Regional Director of NEDA-CAR, explained that “our works will not be disrupted even with the new administration. Our work will continue. As members of the RPMC, our priority task is to monitor and evaluate development projects ensuring that these will be completed to benefit the people with the use of limited funds judiciously.”
Through the RPMES alert mechanism tool, 11 delayed projects in Kalinga and two delayed projects in Abra were proposed to be visited. Ten of these are infrastructure projects being implemented by the Department of Public Works and Highways (DPWH) while three are social infrastructure projects being implemented by the Apayao State College (ASC) and Kalinga State University (KSU). The infrastructure projects include academic buildings, roads, waterworks, and flood control.
Out of the 13 delayed projects identified, six are in the terminal stage and seven are in the ICU stage. The Alert Mechanism tool identifies projects experiencing delays, causing the concerned agencies to undertake timely interventions. There are three stages of the tool indicating the levels of significant delays or negative slippage based on targets: Early Warning Stage (-5% to -9.99%), ICU stage (– 10% to -14.99%), and the Terminal Stage (-15 % and greater).
Once these projects are completed, and problems resolved, more benefits will accrue to the farmers, students, households, the MSMEs, and communities in said provinces.
Ms. Maria Veronica Eslao, Supervising EDS of the Project Monitoring and Evaluation Division of NEDA-CAR, said that “the 13 projects came from the 71 flagged projects in the first quarter with a total cost of Php 13.6 billion as presented by the RPMC Secretariat.”
PSR Arnel Cabanisas reported the results of the second quarter project inspection in Ifugao. He presented the inspectorate team’s findings, issues and concerns, and recommendations.
With the Online Regional Project Monitoring and Evaluation System (eRPMES), the RPMC-CAR monitors and evaluates a total of 2,129 development projects undertaken by regional line agencies, local government units, and state universities and colleges. It also includes projects funded under the Official Development Assistance (ODA).
The RPMC-CAR meets quarterly, every second Tuesday of the second month of a quarter.
