TABUK CITY, Kalinga – Councilor Lucretina Sarol has filed an ordinance to institutionalize the establishment of Violence against Women and Children (VAWC) desks in every barangay.
The Sangguniang Panlungsod (SP) adopted the proposed ordinance in its first reading during today’s regular session.
According to Sarol, VAWC desks will be a crucial component of the institutionalization of victim support and the pursuit of justice for offenders.
She added that it also complies with the advice given by the Department of Social Welfare and Development-Cordillera in its Service Delivery Capacity Assessment of the city government’s social services conducted in October this year.
The VAWC desk in every barangay shall serve as a frontline service provider to victim-survivors who experience physical, sexual, psychological, economic, and other forms of abuse.
To address cases of gender-based violence submitted to the barangay, the proposed legislation calls for the appointment of a VAWC desk person, preferably a woman barangay kagawad, who is trained in handling gender-sensitive issues.
The VAWC desk person would be in charge of, among other things, safeguarding VAWC records, helping victims obtain barangay protection orders and access necessary assistance, and liaising with other governmental institutions and agencies for the referral of VAWC victims.
Protocols for processing VAWC cases are also included in the proposed ordinance to guarantee that victims are treated with care.
