BANGUED, Abra – In the wake of divisiveness during the past election, Gov. Eustaquio P. Bersamin said it is now time for Abreños to unite and focus on the development of the whole province as he congratulated the winners of 2016 local election during the flag ceremony at the Provincial Capitol grounds in Bangued, Abra.
He then assured proper turnover and smooth local governance transition to incoming governor, Congresswoman Joy V. Bernos during a meeting with Senior Superintendent Antonio Bartolome of the PNP, Col. Dominic Baluga of the Phil. Army, and DILG Abra PD Millicent B. Cariño.
Gov. Bersamin recognized the importance of continuity in local governance thus he is keen to create a Local Governance Transition Team pursuant to Memorandum Circular No. 2016-21 issued by DILG indicating the composition of the team and the tasks and responsibilities. These are the conduct of inventory of real or immovable and movable properties, assembling of documents or records such as but not limited to Full Disclosure Policy Documents for the 2nd Quarter Posting period and Annual Documents, 2014 Governance Assessment Report, 2015 COA Report, Contracts and Loan Agreements, Comprehensive Development Plan, Local Development Investment Plan, CY 2016 Annual Investment Plan, Comprehensive Land Use or Physical Framework Plan, Capability Development and Executive Legislative Agenda, Organizational Structure, Inventory of Personnel by Nature of Appointment, and Executive Orders.
Moreover, the Local Governance Transition team shall turnover accountabilities using prescribed forms and ensure the accomplishment and submission of Elective Local Official Personnel data sheet by the incoming officials which will be submitted not later than July 8, 2016 to their HRMO, Office of the Sanggunian, and the DILG Field Office.
Gov. Bersamin said he will consolidate and submit the transition reports of all departments as soon as possible so that the incoming administration will have ample time to review these reports before assumption into office noon of June 30.
“We urge every Abrenos to put aside politics now that the election is over and buckle down instead to work for the development of Abra,” said PD Cari o. She added that the Department of Interior and Local Government is ready to give technical assistance to all incoming officials so they could achieve the development agenda they have sworn and to help bring the change aspired by all Abreños.
