TABUK CITY, Kalinga – Through the Pambansang Pabahay Para sa Pilipino Program (4P), a flagship program of the Marcos administration initiated by the Department of Human Settlement and Urban Development (DHSUD), government employees can now own a decent socialized housing condo unit at a minimal price.
The ‘Lumin-awa Residences’ project, a socialized condo-style dwelling development set to be built on a two-hectare plot of land in Sitio Calagdao, Brgy. Bulanao had its groundbreaking ceremony today. This is a sustainable community project proposed by Governor James S. Edduba.
The project offers government employees the chance to realize their dreams of owning a house and address the province’s housing shortage through in-city relocation.
Nine five-story buildings with 1,125 socialized housing condo units each will make up this township project. The floor area of each unit is 26.5 square meters (4.5 x 5.9 m). There are one- and two-bedroom flats available.
According to the site development plan, 38.5% of the lot is taken up by the building footprints, while 61.5% is set aside as open space. It will have features like playgrounds, swimming pools, and parking lots.
Beneficiaries of the “Lumin-awa residences,” the first of its kind in the entire Cordillera region, will pay PhP2,800 per month for the unit of their choice, with the full property being payable over a 30-year period.
Interested applicants must visit the Provincial Social Welfare and Development Office to have their profiles and qualifications assessed.
Prior to the groundbreaking ceremony, the provincial government signed a Memorandum of Understanding with the DHSUD Central Office last April 4, 2024.
Following the groundbreaking ceremony, or once the required paperwork is in order, the project will officially begin construction.
Present during the ceremony were Gov. James S. Edduba, Atty. Chris Dona-al, representing Vice Gov. Jocel C. Baac, Mayor Darwin C. Estrañero, members of the Sangguniang Panlalawigan namely, Roger Sagaoc; Antonio Bakilan, Mackoy Diasen and Marc Rainier Duguiang of the Sangguniang Panlungsod; Regino Wacas, representing Rep. Allen Jesse Mangaoang; Ciriaco S. Vasquez, President of PAGIBIG Tuguegarao; Fr. Khoshi Chris S. Duppa-as and Engr. Max P. Duguiang III, the private partner of the project and owner of Bangyan 3D construction; officers and staff of the provincial government, city public information office personnel and other media personalities.
After the groundbreaking ceremony, the DHSUD conducted an orientation for the first batch of potential housing beneficiaries at the Conference Hall of the Provincial Capitol.
The 4P program, launched in September 2022, aims to address the country’s 6.5 million housing backlogs by building 1 million housing units annually until 2028. Through it, the government aims to reduce informal settlers in the country to zero by 2028. By Darwin S. Serion
