Ngayong buong buwan ng Setyembre ay ipinagdiriwang ng Social Security System ang ika-64 anibersaryo nito na may temang “ExpreSSS: Handog sa Miyembro, Serbisyong Makabago”.

Sinasalamin ng temang ito ang patuloy na pagbibigay serbisyo ng SSS sa gitna ng pandemya gamit ang makabagong teknolohiya. Mas pinabilis, mas pinasimple at mas pinadali ang mga proseso upang i-akma sa kasalukuyan nating sitwasyon.

Kilala rin ang buwan ng Setyembre bilang Social Security Month. Kaya maraming inihandang mga virtual activities ang SSS para sa mga miyembro at pensioners. I-follow din ang opisyal na Facebook page ng SSS (Philippine Social Security System) upang masaksihan ang Members’ Hour na nagsimula nitong September 2 at sa mga susunod na Huwebes ngayong buwan ng Setyembre. Matutunghayan niyo ito tuwing alas dyes ng umaga. Mayroon ding Grandparents’ Day sa September 17 at Balikat ng Bayan Awards sa September 30. Maliban dito, ilulunsad ng SSS ang uSSSap Tayo Portal na maaaring gamitin ng publiko para makakuha ng karagdagang impormasyon sa SSS at idulog ang kanilang mga follow-ups, suhestyon, at iba pang mga concerns.

Dahil ipinagdiriwang natin ang anibersayo ng SSS, magbalik tanaw muna tayo at alamin kung paano naitatag ang Social Security System. Noong Setyembre 1, 1957 nagsimula ang serbisyo ng SSS sa mga Pilipino. Subalit bago ito tuluyang naipatupad, dumaan ang SSS sa iba’t-ibang debate, paga-aral, paga-amyenda ng mga batas at pagtatalo ng mga namumuno at mga labor groups.

Nagsimula ang lahat noong 1948 nang utusan ni noo’y Pangulong Manuel Roxas ang kongreso na bumuo ng social security program para sa mga Pilipinong manggagawa na nagta-trabahong maiangat ang bansa matapos ang ikalawang digmaang pandaigdig. Sa kasamaang palad, namatay si Pangulong Roxas bago pa man maisakatuparan ang kanyang mga plano.

Ipinagpatuloy ni Pangulong Elpidio Quirino ang utos ng dating pangulo. Noong Hulyo 7, 1948, nilagdaan niya ang EO 150 para bumuo ng Social Security Study Commission. Ang komisyong ito ang naglabas at bumalangkas ng Social Security Act na siya namang isinumite sa kongreso. Noong 1954, sa pangunguna nina Representative Floro Crisologo at sina Senador Cipriano Primicias at Manuel Briones, naipasa ang panukala sa kongreso at kinalaunan ay pinirmahan ni Pangulong Ramon Magsaysay para maging ganap na batas ang Republic Act 1161 o ang Social Security Act of 1954.

Kahit naisabatas na ang Social Security Act, hindi ito agad agad naipatupad dahil tinutulan ito ng mga negosyante at labor groups. Makalipas ang ilang taong debate ay napirmahan na rin sa wakas ang Republic Act 1792 noong 1957 na siyang nag-amyenda sa orihinal na Social Security Act.

Setyembre 1, 1957, tuluyan nang ipinatupad ang Social Security Act of 1954 sa ilalim ng panunungkulan ni Pangulong Carlos Garcia.

May idinagdag na mga panukala ang mga sumunod na administrasyon upang palawakin ang pagbibigay ng social security protection sa mga manggagawang Pilipino. Noong Setyembre 7, 1979, pinirmahan naman ni Pangulong Ferdinand Marcos ang Presidential Decree 1636 na siyang sasakop sa mga self-employed members. Kinalaunan, isanama na rin ang mga magsasaka at mangingisda bilang miyembro ng SSS.

Pinirmahan ni Pangulong Fidel Ramos noong 1997 ang RA 8282 o Social Security Act of 1997. Dala ng bagong batas ang mas magandang benepisyo, pinalawak na SSS coverage, pinahusay na investment programs, mas mabigat na parusa para sa mga lumalabag na employers, contribution penalty condonation program, at voluntary provident fund para sa mga miyembro.

Makalipas ang 21 taon, nilagdaan naman ni Pangulong Rodrigo Duterte ang RA 11199 o ang pinakabagong Social Security Act of 2018 na nagbibigay ng kapangyarihan sa Social Security Commission (SSC) para mag-condone ng penalty at mag-adjust ng kontribusyon. Idinagdag din ang Unemployment Insurance bilang pang-pitong benepisyo para sa mga miyembro at nariyan rin ang mandatory coverage para sa mga Overseas Filipino Workers (OFWs).

Itinatag din ang Workers Investment and Savings Program o WISP para sa karagdagang benepisyo ng mga miyembro. Ipinatupad din ang Pension Loan Program na nagbibigay tulong pampinansiyal sa mga retiree pensioners. Naaprubahan rin ang Expanded Maternity Leave Law kung saan mas pinalawak ang bilang ng araw na babayaran ng SSS sa mga babaeng miyembro sa ilalim ng Maternity Benefit.

Ngayong 2021, sa pinakahuling tala ng SSS aabot na sa mahigit 40 milyon na ang bilang ng miyembro ng SSS. Mayroon na ring 353 branches ang institusyon sa loob at maging sa labas ng bansa.

Sa nagdaang mga dekada, makikita ang sigasig ng mga nagdaang administrasyon upang panatilihing matatag ang SSS para isulong ang social security protection ng bawat manggagawang Pilipino. Makikita rin ang paglunsad ng iba’t-ibang programa upang makapagbigay ng makabuluhan at dekalidad na serbisyo sa publiko. Muli, Happy 64th Anniversary SSS!
