CONNER, Apayao – The Department of Social Welfare and Development Field Office Cordillera Administrative Region (DSWD-FO-CAR), through the Kapit-Bisig Laban sa Kahirapan-Comprehensive and Integrated Delivery of Social Services (KALAHI-CIDSS) Regional Program Management Office (RPMO) team, conducted a Sustainability Evaluation (SE) in Conner, Apayao, from 17-21 March 2025.

The assessment aims to look into 15 barangays in the municipality that received projects under the Kapangyarihan at Kaunlaran sa Barangay (KKB) and the National Community-Driven Development Program-Additional Financing Disaster Response Operations Modality. All projects were completed in 2022 and 2023.

The SE Tool (SET) is administered on a per sub-project basis.The first evaluation is conducted six months after subproject turnover; succeeding evaluations will be conducted one year thereafter. In case turnover is delayed but a subproject is already being used by the community, reckoning for the conduct of SE is the date of subproject completion.

The SET is a survey form designed primarily to assess the status and actual utilization of completed subprojects, determine appropriate assistance for the Organization and Management (O&M) groups and communities to ensure sustainable operations of the constructed subprojects, and measure compliance with O&M requirements and the level of technical assistance needed by O&M groups.

After site visitations, the RPMO, in close collaboration with the Multi-Stakeholders Inspectorate Team and the KALAHI-CIDSS Area Coordinators, conducted focus group discussions  for the SET.

All projects received either a “very satisfactory” rating (indicating functionality and responsiveness, with complete and executable proofs of verification) or a “satisfactory” rating (indicating functionality or responsiveness, with available but incomplete or non-executable proofs of verification).

Below are the subprojects for each barangay: Barangay Allangigan – Improvement of the Barangay Health Station and Construction of a Multi-Purpose Drying Pavement; Barangay Banban – Construction of Grouted Riprap and Road Concreting; Barangay Buluan – Concreting of Community Pathways; Barangay Calafug – Child Development Center; Barangay Guinamgaman – Construction of a Multi-Purpose Drying Pavement; Barangay Ili – Construction of a Multi-Purpose Drying Pavement and Construction of a Warehouse; Barangay Karikitan – Installation of Solar-Powered Street Lights and Improvement of the Farm-to-Market Road; Barangay Malama – Construction of Portland Cement Concrete Pavement (PCCP) and Road Concreting; Barangay Mawegui – Improvement of the Barangay Health Station and Construction of a Concrete Pathway with Footbridge; Barangay Nabuangan – Concreting of the Pathway and Construction of PCCP; Barangay Paddaon – Construction of PCCP and Road Concreting; Barangay Puguin – Construction of a Concrete Footpath and Improvement of the Farm-to-Market Road; Barangay Ripang – Improvement of the Barangay Health Station and Construction of a Multi-Purpose Drying Pavement; Barangay Sacpil – Installation of Solar-Powered Street Lights and Improvement of the Farm-to-Market Road and Barangay Talifugo – Installation of Solar-Powered Street Lights and Road Concreting

These evaluations ensure that completed subprojects continue to serve their intended purposes effectively and sustainably within their respective communities. The results highlight the success of the KALAHI-CIDSS initiative in addressing local needs and improving community infrastructure. With continuous monitoring and technical support, these projects are expected to remain functional and beneficial to residents for years to come.
