TABUK CITY, Kalinga – The city of Tabuk through its City Local Government Operations Office (CLGOO), conducted a groundbreaking ceremony yesterday for the concreting of a farm-to-market road at Barangay Gobgob along Sitio Tangbay.
Allotted for said road project is the P3.4 million Performance Challenge Fund (PCF) given to Tabuk City for passing the 2016 Seal of Good Local Governance or SGLG assessment by the Department of the Interior and Local Government or DILG.
DILG Kalinga OIC Provincial Director Mayer Max Adong, barangay officials, and officials from the city government led the ground breaking and blessing rites of the 216.5 meters road project. The project also includes a 121.90 meters riprap and a 190 meters canal lining.
The PC Fund is an incentive to LGUs in the form of counterpart funding to high-impact capital investment projects in the Annual Investment Program (AIP) and funded out of the 20% Local Development Fund consistent with national goals and priorities.
It seeks to rationalize national government inter-governmental transfers to LGUs, and encourage alignment of local development initiatives with national government development agenda and priorities.
It also gives prior recognition to the LGUs good governance performance in the adoption of “good housekeeping” along the areas of governance.
This incentive is given to all provinces, cities and municipalities awarded with the Seal of Good Local Governance or SGLG. Eligible LGUs must pass the test on Fiscal Management on LGU financial statements, Transparent and Accountable Governance putting value on the Full Disclosure Policy.
