TABUK CITY, Kalinga – With the possibility to receive another Seal of Good Local Governance (SGLG) award, the city government led by the City Local Government Operations Office (CLGOO), gave a certificate of recognition to Baldo Garnace Jr., Planning Officer and SGLG Focal Person.
The SGLG challenges local governments to maintain good governance practices in a variety of governance areas, including financial administration, disaster preparedness, social protection, peace and order, business friendliness and competitiveness, environmental management, tourism, culture, and the arts.
According to CLGO Officer Helen Lacuesta, Garnace’s tenacity in ensuring the requirements are met allowed the city to earn a third nomination for SGLG.
“Nais po naming bigyang parangal ang ating mga focal persons ng Seal of Good Local Governance. Dahil sa kanila, nagampanan natin or nakuha yung award natin mula 2022, 2023 at ngayon ay naging potential passer po tayo sa National Seal of Good Local Governance,” she said.
Additionally, Lacuesta stated that the city is preparing for the upcoming national SGLG validation and hopes to secure its third award in a row.
Estrañero praised not only Garnace, but all city government staff, from the heads of offices down to the rank and file for working hand in hand to achieve this feat.
“Hindi natin makakamit ang award na ito kundi wala ang mga masisipag na pinuno ng iba’t ibang departamento dito,” he said.
Estrañero aspires for the city to join the SGLG Hall of Fame by receiving five consecutive awards, similar to the achievement of former Kalinga Governor and current Vice Governor Jocel C. Baac.
The local chief executive stated that, unlike in the past, when each department was given explicit instructions and required to submit their accomplishments, each department now knows what to do and will automatically complete all necessary reports or documents required for validation.
Finally, Estrañero encouraged each department to strive for 100% rating rather than just being content with passing the requirements to be able to receive the seal for good local governance. By Edward Joseph Gacuya
