TABUK CITY, Kalinga – During the second quarter meeting of the Local Council for the Protection of Children (LCPC) today, it was announced that the city government obtained a total of 87.943 points for the 2024 LCPC Functionality Assessment.
This year’s functionality assessment uses the compiled Means of Verifications from 2023, says Baldo Garnace, Planning Officer of the City Planning Development Office, and the result of this LCPC functionality assessment is an important component for the annual Seal of Good Local Governance (SGLG) recognition.
Although it is within the 80-100 ideal score points, the city government is expected to earn higher in the next LCPC functionality assessment given the budget allocation in support to all child-related activities and sufficient number of manpower to implement these programs, he said.
In his presentation, Garnace said the assessment uses major indicators such as organization and meetings (child representative in LCPC, quarterly meetings, capability building for mandated members of LCPC and barangay CPC); policies and plans (database of children, local state of children report, local development plan for children, LCPC accomplishment, annual work and financial plan for children, child protection policy, LCPC resolutions, and advocacy activities); budget for LCPC (service delivery, referral system in place, children in need of special protection, activated children in conflict with the law, and children at risk registry, and diversion program).
The assessment was conducted in June 2024, with a team of validators from the Department of Interior and Local Government-Kalinga.
