BAGUIO CITY – Mayor Mauricio G. Domogan cited that the unity and team work of both elected, appointed and career officials and employees of concerned agencies and local governments is the ultimate key towards achieving optimum competitiveness in the delivery of quality services to the people.
The local chief executive claimed nothing will happen to an agency and a local government if its elected, appointed and career officials and employees will not work together which would eventually result to the disruption of the implementation of development projects and the negative perception that will be created of the agency in the eyes of the public.
Domogan was the guest of honor and speaker during the awarding of identified competitive local governments by the Regional Competitiveness Council (RCC) during the 2nd recognition rites held at the Hotel Elizabeth here recently.
“Reaping the fruits of our efforts towards competitiveness should not stop us from introducing innovations for us to be able to achieve optimum competitiveness in order to satisfy our transacting public,” Domogan stressed.
He said the increasing number of local governments joining the competitiveness survey only shows the interest of government officials and employees to have their performances assessed by independent bodies and for them to gain from the suggestions and recommendations on how to further improve the delivery of their services to the people.
However, the city mayor claimed other local governments which were not able to qualify for the competitiveness survey should not be the end of the world for them but instead, it should be a challenge for local officials and employees on how to improve their performances and for their local governments to qualify for improved competitiveness rankings.
According to him, competitiveness should not end once the local government was able to make it to the top of the rankings but it should be continuing through the introduction of appropriate innovations that will sustain improvements in the delivery of services and the implementation of their projects to improve economic dynamism, government efficiency and infrastructure.
He challenged local officials to have the political will in passing necessary legislations that would improve the standing of their respective local governments in the field of economic dynamism considering that among the necessary measures that need to be legislated include the updating of real property tax assessment levels and business taxes which should be every five years and three years, respectively.
Domogan urged concerned government agencies to continue extending the necessary technical assistance to local governments that need their help for them to be able to significantly improve their competitiveness and contribute in generating economic activities in the countryside to uplift the living condition of the people in the said areas.
