BAGUIO CITY – The Technical Education and Skills Development Authority-Cordillera Administrative Region (TESDA-CAR) has slightly declined enrolled scholars and employment rates.
In 2022, there were 16,803 enrolled scholars, of which 8, 553 (92.17%) employed. In 2023, the number of scholars went down to 15,171, with 6,406 (75.61%) securing employment. For this year, as of December 13, 2024, there were 14,478 enrolled scholars, with 2,138 employed, equating to a 36.72% employment rate.
From 2022 until 2024, TESDA-CAR had a total of 46, 452 enrolled scholars, and 42, 172 (90. 79%) of them graduated. Out of that number who graduated, there were 25, 861 (61.32%) assessed and 23, 574 (91.16%) certified, and 17,097 (72. 52%) got employed.
TESDA offers various scholarship programs based on the scholars’ chosen courses. In 2024, the Training for Work Scholarship Program (TWSP), which has the most significant financial allocation, is supporting 4,832 scholars enrolled. Another 4,062 scholars are taking advantage of the Special Training for Employment Program (STEP), a scholarship program offered to those enrolling in short programs usually completed within 15-20 days, focusing on construction and agriculture. Additionally, the Private Education Student Financial Assistance (PESFA) program, which supports non-degree courses at private institutions, supports 136 scholars.
Furthermore, 1,805 scholars benefit from the Universal Access to Quality Tertiary Education Act (UAQTEA), which provides financial assistance for short courses (1 to 3 months) and diploma programs. Meanwhile, 1,600 scholars are part of the Rice Extension Scholarship Program (RESP), available exclusively in Ifugao and Kalinga for those pursuing agriculture. Another 2,043 scholars are under the Tulong Trabaho Scholarship Program (TTSP), designed to acquire additional skills or upskill in their current fields. There is also a scholarship program offered by the Department of Transportation (DOTr) to assist those affected by the modernization of jeepneys, which has no record of availment for this year.
In addition, TESDA provides training costs to private institutions that conduct training and training support funds or allowances to learners for them to utilize for transportation fares and food while they take their TESDA courses.
Despite declining enrollment and employment rates, TESDA-CAR scholars continue to bring pride to the region with their success stories and in various competitions. Former TESDA scholar Omar Orbillo, now a registered master electrician, is working and offering residential and commercial wiring services. Allen Gacweng showcased his culinary expertise at the World Skills Competition in Lyon, France, where he earned a Medallion for Excellence. At the Philippine National Skills Competition (PNSC) 2024, TESDA-CAR scholars also brought home multiple awards, which the agency proudly announced as they continue to showcase their commitment to producing nationally and globally competitive graduates.
