BAGUIO CITY – The BAGUIO’s FINEST commitment to pedestrian safety has taken a significant step forward with the enhanced enforcement of Ordinance No. 7, Series of 2010, also known as the “King of the Road Ordinance.”
During the first semester of 2024, a total of 1,461 individuals were apprehended by the Baguio police, almost 40 times greater than the 37 apprehensions during the same period last year.
Notably, the strict enforcement has led to an improvement in pedestrian safety, with a 40% reduction in Vehicular Traffic Incidents (VTIs) involving pedestrians, down from 31 incidents last year.
Establishing Baguio as a “walkable city,” ensuring that pedestrians are able to cross safely in designated lanes is paramount. Thus, under this ordinance, drivers are compelled to yield for five seconds when approaching pedestrian lanes, except when these lanes are manned by police officers, personnel from the Public Order and Safety Division-Transportation and Traffic Management Division, or any person designated to direct traffic.
PCol. Francisco B. Bulwayan, Jr., BCPO City Director, emphasized the positive impact of discipline in maintaining the orderliness of the city. “Our goal is not only to enforce the law but also to instill a sense of responsibility and awareness among both drivers and pedestrians,” he stated. He also reminded the public to cross only at designated pedestrian crosswalks, pointing out the city’s Anti-Jaywalking Ordinance.

Traffic laws and ordinances, such as the Anti-Drunk and Drugged Driving Act of 2013, Number Coding Scheme, Truck Ban, and Anti-Road Obstruction, will be implemented continuously to create a safer, smoother, and more enjoyable experience for everyone navigating the streets of Baguio.
