City officials requested the Cordillera office of the National Commission on Indigenous Peoples (NCIP-CAR) to actively participate in resolving issues relative to the deed of donation made and executed by Elsie P. Kiwas in favor of the local government, particularly the city Social Welfare and Development Office (CSWDO) over a parcel of land covered by Tax Declaration (Td) No, 3520- R with Property Index No. (PIN) 02-01-001-011-092 containing an area of 5,000 square meters more or less, located at Residence Section L, Irisan barangay.
Under Resolution No. 206, series of 2023, local legislators claimed that during the March 27, 2023 regular session of the local legislative body, members were informed that the aforesaid donated lot with acceptance and confirmation by the body was issued an ancestral land title for the benefit of concerned indigenous peoples by the NCIP-CAR), thus, any issue or concerns regarding the said matter must be resolved with the help of the agency.
In March 2001, former Mayor Mauricio G. Domogan representing the local government accepted the donation of a 5,000-square meter lot from the heirs of Felipe Pucay represented by Elsie Pucay Kiwas, located at Balenben, Irisan for the construction of the Social Welfare Center and appropriate facilities as a humanitarian gesture to the constituents of the city.
Subsequently, the aforesaid acceptance was confirmed by the local legislative body in Resolution NO. 139, series of 20021.
On April 30, 2021, an ancestral land claimant, Mr. Froilan B. Salda, wrote the local legislative body requesting assistance concerning the said deed of donation made and executed by Elsie Kiwas in favor of the CSWDO over a parcel of land covered by TD No. 3530 – R with Property Index No. 102-01-001-011-092 containing an area of 5,000 square meters ore or less located at Residence Section L in barangay Irisan.
The said area is where the Social Development Center has been constructed and that the local government is pursuing the further development of the said property by putting up a rebel returnees haven among other facilities that will serve the interest of the clients of the CSWDO.
Further, the local government is also fencing off the property to ensure that the same will be protected from unnecessary encroachments that may be done by informal settlers.
